Benton County is seeking qualified candidates to fill a full-time Civil Engineer Technician position. Candidates who meet the minimum qualifications for a CIVIL ENGINEER TECHNICIAN II position are encouraged to apply, regardless of skill or experience level.

To meet the Minimum Requirements for the CIVIL ENGINEER TECHNICIAN II position, ALL applicants MUST have...
A. Completion of an approved two (2) year highway/civil engineering technology, drafting, or land surveying program; OR
B. Two (2) years of relevant work experience; OR
C. Equivalent combination of education/training/experience.
D. Must possess a valid driver's license and be able to drive in the state of Minnesota.
E. Must successfully complete a background check.
F. Obtain and maintain certifications and licensures.
    F. 1. Ability to obtain and maintain, within one (1) year of hire:
            F. 1. 1. Minnesota Department of Transportation (MnDOT) Certifications.

Each Civil Engineer Technician grade level includes 11 wage steps. The minimum and maximum pay ranges for each level are listed below:
  • Civil Engineer Technician I – Grade 7
    Step 1: $28.40/hour | Step 11: $38.95/hour
  • Civil Engineer Technician II – Grade 8
    Step 1: $29.82/hour | Step 11: $40.90/hour
  • Civil Engineer Technician III – Grade 9
    Step 1: $31.61/hour | Step 11: $43.36/hour
  • Civil Engineer Technician IV – Grade 10
    Step 1: $33.35/hour | Step 11: $45.74/hour

WORK LOCATION:
The work location for this position is in Benton County, located in the City of Foley, Minnesota. Candidates will be required to physically report to their assigned work location each scheduled day. This position involves work both in the office and in the field.

Position Summary
Provide engineering assistance and support to the Public Works Department regarding construction plans, specifications, project designs, surveying, material testing, and construction inspection.

Duties and Responsibilities
Essential Functions
A. Assist with planning, development, and implementation of highway design and construction projects.
     A. 1. Perform staking, surveying, drafting, and design work, ensuring compliance with federal, state, and local requirements.
     A. 2. Perform inspection of construction projects.
     A. 3. Perform computer-aided design and specifications.
     A. 4. Perform engineering computations and engineering estimates.
     A. 5. Coordinate projects with federal, state, and local entities and jurisdictions.
     A. 6. Inspect and document construction activities, quantities, and material quality.
     A. 7. Perform compliance tests for soils, aggregates, bituminous, concrete, etc.
     A. 8. Monitor and inspect projects’ progress and methods, ensuring specifications are met, and local, state, and federal guidelines, standards, and laws are followed.
     A. 9. Prepare final records and close out contracts on construction projects.
     A. 10. Assist with construction project management.
B. Assist with MPCA MS4 annual inspections and permit requirements.
C. Operate GPS and Survey systems.
D. Create construction plans.
E. Perform utility locates, hydraulic surveys, and identification of roadway markings.

Additional Functions
A. Attend training as needed.
B. Assist in the preparation of reports, letters, and other documents.
C. Perform other duties as assigned or apparent.
Qualifications
Minimum Qualifications
A. Completion of an approved two (2) year highway/civil engineering technology, drafting, or land surveying program; OR

D. Must possess a valid driver's license and be able to drive in the state of Minnesota.

A. Working knowledge of federal, state, and local laws, rules, and regulations relating to highway construction.
B. Ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
C. Ability to establish and maintain effective working relationships with others.
D. Ability to handle a variety of tasks under moderate supervision within standard operating procedures.
E. Ability to perform varied tasks that require moderate analytical ability.
F. Ability to maintain effective working relationships to carry out organization programs on matters requiring cooperation, explanation, and persuasion.
G. Ability to travel within your daily work assignment.
H. Ability to travel within Minnesota, including extended overnight stays.
I. Ability to work extended, evening, and weekend hours as needed.
J. Must comply with organizational and departmental policies.
K. Performs the physical/mental demands of the work environment requirements for this position.
L. Attendance during regularly scheduled work hours, and outside regular hours, as necessary.
M. Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.
N. Must comply with data practices policies and standards relative to private data. Any access to private data should be strictly limited to accessing the data that is necessary to fulfill the employment responsibility. While data is being accessed, employee should take reasonable measures to ensure the private data is not accessed by individuals without a work reason. Once the work reason to access the data is finished, the private data must be properly stored according to county policies and the Minnesota Statutes.

Physical Demands & Working Conditions
A. Work is performed both in the office and in the field.
B. Headaches, eyestrain, carpal tunnel syndrome, and other related occupational hazards reflect the most common potential for injury within the office.
C. Occasional fieldwork may require bending, climbing, walking in uneven terrain, and performing tasks in the field. Ability to push, pull, lift, or carry up to 50 pounds as needed.
D. Work typically involves minimal to moderate physical activity and does not involve heavy or prolonged lifting.
E. Environmental conditions include heat, cold, wetness, toxic chemicals, dust, noise, odors, exposure to bloodborne pathogens, insect-borne illnesses, and other related occupational hazards associated with field work.
F. Performs duties in confined and secure spaces.
G. This position is exposed to offensive language and threats.
H. This position may encounter upset contractors, vendors, or members of the public and must be able to remain professional and effective when handling disruptive behavior, including the use of profanity.
I. This position is under continuous mental effort and stress.
J. This position occasionally performs work under high attention to detail and deadlines.


Hours of Work
A. Monday – Friday, 7:30 a.m. – 4:00 p.m.

B. Schedule may be subject to change, dependent on department needs.

Equipment Utilized
A. Office equipment, computer hardware and software, pickup truck, engineering equipment, and phones.
