- Administers assigned recruitment and selection processes, such as:
- 1. Assists with applicant tracking software, class specs, approvals, job postings, and applicant process movement and notices. Sets up minimum qualifications, supplemental questions, and point values for questions for assigned job postings.
- 2. Creates, develops, and/or revises assigned job postings.
- 3. Prepares job bulletins and recruitment information and manages assigned open positions on multiple websites and social media.
- 4. Counsels and communicates with applicants and employees regarding testing procedures, results, employment status, and employment opportunities.
- 5. Administers applicant testing sessions, assists with scheduling interviews for applicants and interview panels, and creates interview packets for interviews.
- 6. Administer pre-employment tasks and background checks for applicants in a conditional offer.
- 7. Coordinates and administers new employee onboarding orientation and offboarding process.
- 8. Conduct new employee onboarding to ensure the completion of paperwork and safety training as well as the understanding of policies, procedures, and benefits.

- Responsible for communicating and promoting awareness, providing education, tools, and a workplace culture and environment to effectively engage employees in safety improvements and best practices, ensuring the highest level possible of engagement and outcomes.
- Coordinate safety plans, develop critical incident guidelines, and prepare for the County's response to threats and medical emergencies in County facilities and properties. Provides technical information and assistance to departments and staff on risk management, prevention, and mitigation strategies.
- Serves as County-Wide Human Resources Coordinator: Risk Management:
- 1. Serves as a point of contact for Safety/injuries for county employees. Answers employee questions regarding safety concerns, near-misses, and/or accidents.
- 2. Implements and coordinates safety and workers' compensation programs and reporting requirements.
- 2.1. Investigates and ensures the timely processing of First Report of Injury forms and advises employees about the Workers’ Compensation process and claims.
- 2.2. Serves as a liaison between the County and outside parties in claims.
- 3. Works with the HR Director to lead Safety Committee meetings; considers safety recommendations made by the committee and provides guidance and support to committee members on the implementation of county safety efforts.
- 4. Coordinate safety meetings, develop agendas, distribute them to members, and post meeting minutes as needed.
- 5. Plans, develops, implements, and coordinates various relevant policy and program activities such as the county-wide AWAIR (A Workplace Accident Injury Reduction).
- 6. Maintains and updates safety programs and policies to ensure compliance with state and federal laws.
- 7. Works with the Property Management Director to schedule annual severe weather and fire drills for the County.
- 8. Assisting with scheduling random DOT drug screening and communication with the Department Head, and the Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol program annual reporting.
- 9. Ensures that all County employees receive and complete all required safety training, such as AWAIR, bloodborne pathogens, and other training as required by MNOSHA, virtual or in-person.
- 10. Ensures the completion and posting of required MNOSHA injury reports.
- 11. Monitors and evaluates emerging federal, state, and local regulatory requirements for occupational safety information. Ensures program compliance with applicable laws, OSHA, MNOSHA, regulations, policies, and procedures. Research to ensure best practices and methods are adopted to minimize hazards in the workplace to protect and safeguard people and property, not limited to: Lock Out/Tag Out, forklift, hazardous materials, while accurately maintaining the OSHA log for completion of annual reporting requirements.
- 11.1. Evaluates and investigates various complaints, accidents, and injuries in the workplace; determines plan of action to resolve issues regarding safety, or other safety management programs.
- 11.2. Helps to design engineering and administrative controls to identify and eliminate hazards in the workplace.
- Acts as liaison and confers with staff, Minnesota Counties Intergovernmental Trust (MCIT) representatives, and the Human Resources Director to interpret and clarify safety issues by reviewing claim frequency and severity to develop plans, programs, and education to reduce the number and severity of accidents.
- Attend trainings, conferences, and seminars to ensure up-to-date employment law knowledge and implementation rules and guidelines as needed to assist the County.
- Participates, attends, and/or serves on various committees, professional organizations, or groups.
- Attend trainings, conferences, and seminars to ensure up-to-date Human Resources knowledge and implementation as needed to assist the County.
- Performs other duties as assigned or apparent.
Minimum Qualifications
- Associate degree in human resources, business management, Occupational Health, Risk Management, or Safety, or related field; and
- Two years of related work experience; OR
- Equivalent combination of education, training, and experience.
- Must possess a valid driver’s license and be able to drive in the state of Minnesota.
- Must successfully complete a background check.
- Obtain and maintain certifications and licensures.
- 1. Ability to obtain and maintain, within six months of hire:
- 1.1. HIPAA Certification and maintain it every two years.
- 1.2. FBI Level 4 Criminal Justice Information System Security Training/Testing.
- 1.3. FBI Fingerprinting Certification.
- 2. Ability to obtain and maintain, within two years of hire:
- 2.1. Ability to obtain OSHA 10 (10-HOUR) Certification.
- 2.2. Ability to obtain OSHA 30 (30-HOUR) Certification.
- Professional Human Resource Certification and/or previous experience in Human Resources.
- Work experience in a government Human Resources Department.
- Work experience: recruitment, interviewing, and selection process.
- Bachelor’s degree in human resources, Business Management, Occupational Health or Safety, Industrial Safety or Hygiene, Safety, Organizational Management, or related field, and/or equivalent experience.
- Four years of formal training or a bachelor’s degree in Occupational Health or Safety, Industrial Safety or Hygiene, Safety, Human Resources, Organizational Management, or a related field; and
- One year of relevant work experience in Occupational Health or Safety, Industrial Safety or Hygiene, Safety, Human Resources, or Organizational Management; OR
- 1. The required knowledge, skills, and abilities can best be demonstrated by the equivalent of a bachelor’s degree in a related field (e.g., Industrial Relations, Human Resources, Risk Management, Occupational Health and/or Safety, or closely related field as determined by the Human Resource Director/County Administrator).
- Equivalent combination of education/training/experience.
- Six months of work-related experience working with OSHA, MNOSHA, policy, regulations, contracts, and best practices to protect and safeguard people and property in an organization.
- Two years' professional experience in Occupational Health and Safety, workers' compensation, or human resources as a human resource professional holding similar duties to this job description.
- Preference will be given to specific experience working with workplace safety programs, such as Bloodborne Pathogens, Respiratory Protection, Lockout/Tagout, Confined Space, and Hearing Conservation. Further consideration will be given to those candidates with Certified Safety Professional (CSP), Associate Safety Professional (ASP), Associate in Risk Management (ARM), or other safety designations, or an OSHA certification.
- National Safety Council’s Advanced Safety Certificate.
- Knowledge and skill in clerical functions and computer database operations.
