POSITION OVERVIEW 

Benevolence Medical Services is seeking an experienced, compassionate, and community-driven Community Health Worker / HIV Tester to support HIV/STI outreach, testing, prevention, and linkage-to-care services within priority communities disproportionately impacted by HIV. 

The ideal candidate must have strong experience in community outreach, HIV prevention programming, and direct engagement with vulnerable and high-risk populations. This position requires an individual who is comfortable working in community settings, conducting outreach activities, building trusted relationships, and providing culturally responsive services. 

Phlebotomy experience is REQUIRED, including venipuncture and specimen handling for HIV/STI testing services. 

This role is ideal for someone passionate about public health, HIV prevention, health equity, and connecting individuals to life-saving care and support services. 

ESSENTIAL DUTIES & RESPONSIBILITIES 

HIV Outreach & Community Engagement 

• Conduct HIV/STI outreach activities in communities disproportionately impacted by HIV/AIDS 
• Engage individuals in community settings including shelters, clinics, parks, events, and partner agencies 
• Build and maintain strong relationships with community partners, healthcare providers, and local organizations 
• Implement monthly outreach plans aligned with agency goals  
• Conduct weekly outreach visits to community agencies and service locations 
• Distribute culturally responsive HIV prevention education and risk-reduction materials 
• Assist with community health fairs, HIV testing events, educational workshops, and awareness campaigns 
• Support recruitment and retention of participants into HIV prevention and care programs 

HIV/STI Testing & Phlebotomy 

• Provide rapid HIV and STI testing 
• Perform phlebotomy procedures including venipuncture and specimen collection 
• Follow infection control, laboratory safety, and documentation standards  
• Ensure proper specimen handling, labeling, storage, and transport procedures 
• Conduct basic health screenings and risk assessments 
• Maintain accurate testing documentation and consent forms 

Linkage to Care & Participant Support 

• Link clients to HIV medical care, PrEP services, STI treatment, mental health, substance use treatment, and supportive services 
• Conduct follow-up and retention activities to support ongoing engagement in care 
• Provide basic case management and care coordination services 
• Assist participants with navigating healthcare systems and community resources 

Data, Documentation & Compliance 

• Complete all required documentation accurately and timely 
• Maintain confidentiality in accordance with HIPAA and agency policies 
• Enter participant and testing data into electronic systems and databases 
• Assist with quality improvement and program monitoring activities 
• Support completion of outreach and program performance goals 

MINIMUM QUALIFICATIONS 

REQUIRED 

• Minimum 2–3 years of experience in: 
• HIV outreach 
• Community health work 
• HIV/STI prevention 
• Case management 
• Community-based engagement or similar public health programs 
• Phlebotomy experience REQUIRED 
• Experience working with diverse and high-risk populations impacted by HIV/STIs 
• Strong communication and relationship-building skills 
• Ability to work independently in community settings 
• Reliable transportation and willingness to travel locally 

PREFERRED 

• Certified Phlebotomy Technician  
• Bilingual: 
• English/Spanish 
• English/Creole
