The Bell County Public Health District, Executive Director, serves as the primary leader, overseeing public health programs and ensuring efficient and effective service delivery to the community. This role requires a blend of administrative leadership, strategic planning, an ability to foster a positive organizational culture, and public health expertise.
Key responsibilities:
- Program and Policy Leadership: Develops, implements, and evaluates public health programs and policies, consistent with agency strategic plans and state and federal regulations.
- Operational and Financial Management: Oversees daily operations, manages budgets, allocates resources effectively, ensures programs are adequately funded, staffed, and executed in compliance with grants, contracts, and financial accountability requirements.
- Staff Management and Development: Leads, supervises, and develops staff through performance reviews, training, and professional development opportunities.
- Community and Stakeholder Engagement: Develops and maintains strategic partnerships with government agencies, community partners, advocacy groups, and internal divisions. Serves as the primary representative for district in high-level meetings, media inquiries and public forums. Responds to inquiries from legislators, agency leadership, and community partners regarding program outcomes and operational needs.
- Emergency Preparedness and Response: Leads preparedness activities, serves as agency lead during emergency responses, and ensures on-call response for public health incidents.
- Disease Prevention and Control: Directs activities related to communicable and infectious disease control, including surveillance, investigation, and enforcement of relevant regulations and immunization laws.
- Health Promotion and Education: Develops and delivers public health education campaigns, promotes health equity, and advocates for funding and policy changes.
Essential skills and qualifications:
- Master’s degree in public health (MPH), Health Administration (MHA), or a related field preferred, along with a minimum of 5 years of effective, documented, and verifiable experience in public health or healthcare administration, including at least five years in leadership roles. Essential skills encompass leadership and management of public health programs and teams, expertise in policy development and healthcare operations, strong communication skills, and the ability to collect, analyze, and produce public health data. Knowledge of Texas public health laws, ethical standards, crisis management, and knowledge of adherence of government accounting standards (GASB requirements) is required.
Computer proficiency in Microsoft Office Suite includes Outlook, Word, Excel, knowledge of social media practices, and understanding of Webpage management.
Distinguishing factors:
- Distinguishing factors of this role include a focus on personnel, resources, strategic planning, and coordination with the medical director. The Executive Director is responsible for administering grant-funded programs in accordance with state and federal guidelines for operations, program management, record keeping, and fiscal management. This includes oversight and delivery of timely data, internal and external audits as required by local, state, and federal grants. The Executive Director also acts as a liaison with various agencies, officials, and the public.
- The Executive Director reports to the Bell County Public Health District Board of Directors directly.
Working Hours/Days:
- Monday – Thursday 8:00 a.m. – 5:00 p.m., Friday 8:00 a.m. – 12:00 p.m. (Subject to change).
- Evening and Weekend hours required. Work may require early morning, evening, weekend or holiday hours. May require overnight travel. Extended hours may be required in the event of a public health emergency.
