Bmore POWER is hiring a Site Leader to bring harm reduction straight to the streets of Baltimore City. This role is for people with lived or closely connected experience who believe care, dignity, and safety belong to everyone. You’ll lead outreach sites, keep teams supported and stocked, teach overdose prevention, distribute naloxone, and connect neighbors to real resources—while working side‑by‑side with an amazing peer-led team. You’ll guide the flow (not supervise), model safety and equity, and help make every outreach site welcoming, effective, and impactful. The Bmore POWER Site Leader is part of the Bmore POWER team, which includes people with experience related to drug use who provide harm reduction outreach, education, and advocacy.  A key priority for this role is to conduct harm reduction outreach in communities across Baltimore City that are most impacted by overdoses and other drug use-related harms.

The Bmore POWER Site Leader serves in all the same capacities with the same essential functions as the Bmore POWER Outreach Workers. Site Leaders additionally provide non-supervisory leadership, guidance, and structure to Bmore POWER staff while conducting outreach activities and are responsible for ensuring that their assigned sites run smoothly, safely, and in alignment with expectations of the Bmore POWER Supervision Team, are well-stocked, and function in such a way that results in effective community engagement and provision of outreach services.

Members of the Bmore POWER team are valued employees of BHSB whose work is critical to BHSB’s mission and vision. The Bmore POWER Site Leader position aligns with BHSB’s mission and vision, core work and functions, organizational structure, values, and culture.

Essential Functions

  • Monitor the outreach schedule and maintain open communication with staff scheduled to work outreach sites for which the Site Leader is assigned the Site Leader role. Ensure at least 3 team members in total will participate at the outreach site. If 3 team members are not available, notify a member of the Bmore POWER Supervision Team immediately.
  • Pick up harm reduction supplies and any other necessary outreach materials at times predetermined by the Bmore POWER Supervision Team. Transport supplies to outreach sites at times when scheduled to serve as the Site Leader. Having sufficient supplies for each outreach site is a critical component of appropriate Site Leader preparation and necessary for successful outreach.
  • Report to Bmore POWER Coordinator any unexpected or concerning incidents that occur during outreach as soon as practical but no later than 5pm on the next business day after the incident occurred. When an incident pertains to safety of an employee, participant, or community member, notify the Bmore POWER Supervision Team, the Associate Director, Bmore POWER, the Director, Harm Reduction, or Human Resources immediately or as soon as it is safe to do so.
  • Attend virtual and in-person meetings as required, including but not limited to:
    • Always Required - Weekly Bmore POWER Site Leader meetings,
    • Always Required - Weekly Bmore POWER All Staff meetings,
    • Always Required - BHSB All Staff meetings, and
    • Optional but encouraged - BHSB Information Sharing meetings to learn the greater work of the organization.
  • Conduct harm reduction outreach, both 1) in the role of an Outreach Worker when scheduled to work a site to which another Site Leader is assigned and 2) in the Site Leader role. Items below which are not bolded are expectations for when working as an Outreach Worker under another Site Leader. Items which are bolded are expectations for when assigned as Site Leader for an outreach site. During outreach:
    • Help other team members to set up and close down sites.
    • When serving as Site Leader, assume responsibility for ensuring all team members help to set up and close down sites, including yourself.
    • Whether serving as Site Leader or Outreach Worker, be prepared to perform any Site Leader duties if directed by any member of the Supervision team.
    • Follow all safety and other directives of the Site Leader, Outreach Coach, and Bmore POWER Coordinators.
    • When serving as Site Leader, assume responsibility for ensuring all staff remain safe and follow directives of the Outreach Coach and Bmore POWER Coordinators.
    • Report any issues or concerns with Site Leaders or other Outreach Workers to the Bmore POWER Supervision Team, the Associate Director, Bmore POWER, the Director, Harm Reduction, or Human Resources immediately or as soon as it is safe to do so. Continue to maintain a professional working relationship with all team members as any reported issues are resolved.
    • When serving as Site Leader, report any issues or concerns with Outreach Workers or other Site Leaders to a Bmore POWER Coordinator, the Outreach Coach, or the Associate Director, Bmore POWER. Do not act in the role of a supervisor or assume the role of a Bmore POWER Coordinator, the Outreach Coach, or the Associate Director, Bmore POWER.
    • Engage members of the public in outdoor and indoor settings (for example, metro stops, shopping centers, etc.).
    • Teach people to prevent, recognize, and respond to overdoses.
    • When serving as a Site Leader, ensure overdose education occurs.
    • Provide education on additional harm reduction techniques (for example, safer injection, safer sex, etc.).
    • When serving as a Site Leader, ensure harm reduction education occurs.
    • Distribute naloxone and other harm reduction supplies.
    • When serving as a Site Leader, ensure naloxone and other harm reduction supplies are distributed.
    • Provide information to the public about how to access behavioral health services and other resources. When individuals are interested, call the 988 hotline with them to make appointments for behavioral health services.
    • When serving as a Site Leader, ensure referrals and linkage to behavioral health services and other resources occurs.
    • Collaborate with the Outreach Coach and Bmore POWER Coordinators to identify strategies and techniques to increase the positive impact of Bmore POWER’s outreach on an ongoing basis.
  • Complete all required documentation, including, but not limited to, naloxone and other harm reduction supply distribution, overdose reversals, resource connections, and any other activity reports, as directed, the same day as outreach activities are conducted.
  • Prepare harm reduction outreach kits, as directed.
  • As assigned, represent BHSB and the Bmore POWER team on community workgroups, committees, and coalitions that are aligned with BHSB’s and Bmore POWER’s mission and strategic goals.
  • As assigned, represent the Bmore POWER team on BHSB workgroups and committees.
  • As assigned, participate in meetings, panel discussions, and other opportunities to educate stakeholders about harm reduction principles and BHSB’s and Bmore POWER’s mission and strategic goals.
  • Collaborate closely with the Bmore POWER supervision team, with the Associate Director, Bmore POWER and other BHSB staff to grow the work of Bmore POWER within the organization and the system of care.
  • Work effectively and collaboratively with others, both internally and externally to BHSB.
  • Uphold and operationalize the values of BHSB, which are Integrity, Equity, Innovation, Collaboration and Quality.
  • Consistently work to apply a lens of equity, inclusion and anti-racism.
  • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed.
  • To perform assigned work functions, this position and those it leads may have access to protected health information (PHI). It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the security and confidentiality of all PHI accessed by any employee on the team and will follow all BHSB’s policies and procedures related to the Health Insurance Portability and Accountability Act (HIPAA).
  • Perform other duties as assigned.

Knowledge and Skills

  • At least six (6) months of experience serving as a peer advocate, outreach worker, or similar position
  • Evidence of situationally appropriate oral and written communication skills
  • Relevant lived experience or exposure to those who have relevant lived experience with drug use
  • Knowledge of harm reduction framework and harm reduction services (for example, use of naloxone, safer injection techniques, fentanyl testing, safer sex techniques)
  • Commitment to engaging with people whose lives are impacted by drug use
  • Ability to practice a high level of awareness of surroundings for safety purposes
  • Demonstrated commitment to cultural humility and racial justice
  • Proficiency in or willingness to learn Microsoft Office programs (e.g., Word and Excel) and Office 365
  • Ability to learn and use electronic systems as required for the position, including but not limited to electronic calendar, email, text messaging, and HR and payroll systems
  • Ability to prioritize, manage multiple responsibilities, and meet established expectations
  • Ability to work as part of a team
  • Ability to interact in a virtual work environment
  • Ability to follow a set, weekly work schedule

Supervisory Requirements: This position does not supervise any other positions.

This role may require travel to other locations for meetings and other business-related needs.  Ability to travel locally 95% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

The starting hourly/ annualized salary rate for this position is 24.89. 

The benefits plan includes comprehensive medical, dental and vision coverage, employer paid life insurance, short-term and long-term disability, a 403(b) plan with employer contribution, a choice of 4 FSA plans, an employee paid legal benefit, generous PTO and 13 days paid holiday. In addition, medical plan participants receive an employer paid  HRA accessed by a $5,000/$10,000 debit card to cover eligible deductible and copay expenses, depending on chosen coverage.
