What are the responsibilities and job description for the HEALTH PROGRAM SPECIALIST II position at Behavioral Health Services Oversight and Accountability Commission (BHSOAC)?
Under the general direction of a Supervisor II, the Health Program Specialist II (HPS) – in this limited term position – will serve as a working lead over grant monitoring, contract oversight, process improvement, analysis, and reporting on grant programs.
The HPS II will be responsible for the following duties:
- Lead and train staff in grant monitoring activities to ensure grant programs meet goals and contractual requirements.
- Provide oversight and review of contracts to ensure clear language and deliverable requirements.
- Development grant program policies and procedures, and lead implementation of grant monitoring software.
- Oversee the collection, analysis, and reporting of grant program data to assess implementation, spending, and progress toward goals.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with BHSOAC’s Telework Program. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
