Project Overview

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary

In this role, you will monitor and organize subcontractor/Professional craft planning, safety, quality, and technical activities on a complex project with multiple stakeholders’ involvement, through the coordination and instruction of subcontractor’s management staff. Your field supervision will help ensure operations are planned to coincide with overall established schedules and that work methods are planned and executed safely.

Major Responsibilities

  • Monitors and organizes subcontractor activities, through coordination and instruction of subcontractor’s management staff within the area of responsibility. Role supports on mid-size projects of medium to high complexity with multiple stakeholders’ involvement.
  • Prepares/Monitors subcontractor/Temp power construction schedules, resource charts, and material and equipment requirements.
  • Reviews subcontractor construction methods, schedules, manning charts, and material and equipment requirements.
  • Coordinates the construction operations impact on external interfaces to ensure they coincide with the overall established schedules.
  • Managing budgets and project timelines for temp power execution
  • Conducting regular inspections and audits of power systems
  • Responding to emergency power outages and coordination with city power supply agencies and companies
  • Overseeing inventory and procurement of necessary equipment and materials
  • Implement and execute a comprehensive preventative maintenance plan for all temp power equipment across the site
  • Experience with Microsoft Office tools and ability to work in computer systems for establishing permits, LOTO, etc.
  • Monitors installation of materials and equipment to assure conformance with drawings, specifications, vendor, and other requirements
  • Enforces policies, procedures and related work rules as established by field construction management.
  • Oversee sitewide temporary power execution scope for the project. This includes planning and execution for all temp. facilities site wide, lighting, area power supply, installation and testing of all electrical commodities and commissioning of temp power equipment
  • Ensure all construction works permits are in place as required along with all LOTO (lock out/tag out) requirements
  • Supervising installation, maintenance and repair or temp power distribution systems
  • Ensuring compliance with project procedures and policies with regards to temp power
  • Oversee subcontractor activities pertaining to temp power for the site
  • Manage and provide day to day direction to professional craft sitewide for construction activities and track productivity/performance.
  • Manage the generator program across site with a goal to minimize generator use by sourcing available temp power to locations where generators are currently installed
  • Supports Construction Field Engineers, Foremen, and Craft Professionals, in interpreting Engineering design documents, vendor documents, and other technical documents
  • Coordinates engineering solutions with Subcontractors, and Foremen and Craft Professionals.
  • Coordinates with Design on constructability issues.

Education And Experience Requirements

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9 -12 years of relevant work experience.

Required Knowledge And Skills

  • Prior expierece training and mentoring subordinate staff
  • Owns the electrical scope at the program level—deep understanding of power strategy, sequencing, energization philosophy, and interfaces across projects or areas.
  • Sets standards and alignment—establishes common execution standards, design assumptions, vendor strategies, and energization rules to avoid rework and inconsistency.
  • Drives cross-project risk and readiness—anticipates long-lead risks, grid/tie-in constraints, commissioning bottlenecks, and resolves issues before they impact multiple areas.
  • Coordinates stakeholders—primary electrical interface to project leadership, engineering, procurement, utilities, and the client.
  • Measures and improves performance—tracks schedule, cost, quality, and energization milestones; drives corrective action where trends slip.
  • Technical knowledge of all phases of construction engineering relating to a single discipline interfacing with all areas, or in a multi-discipline position assigned to a single area.
  • Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration.
  • Familiar with Bechtel’s Business Ethics handbook and policies.
  • Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
  • Knowledge of project-specific environmental compliance requirements.
  • Knowledge of Bechtel’s “Zero Accidents” safety program.
  • Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents.
  • Prior experience supervising and administering subcontractors.

Additional Information

Must be willing to work a flexible schedule as required that may include but not limited to nightshift or split shift

Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
