Project Overview

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers. Responsible for overseeing the recruiting, screening and in processing of the craft employee. Proficient in the requisition tracking programs and employee data programs. Has an extensive knowledge and understanding of industrial relations including ability to function as the Industrial Relations (IR) Representative on a medium to large-sized construction or maintenance project. Prior advanced experience in handling daily recruiting activities to meet project labor demand, and exposure to local community relations activities. Participates in delivery of craft new hire orientation. Monitors existing IR programs to ensure desired objectives and /or results are being achieved. Provide advice and counsel to management on IR policies.

Job Summary

In this role, you will lead a team and manage daily labor relations activities on construction projects, providing advice in the resolution of labor disputes, grievances, and work stoppages. Your strategic input will enable the industrial relations team to develop and implement process improvement initiatives that facilitate positive labor relations and prevent labor problems and schedule delays.

Major Responsibilities

  • Oversees and responsible for overall delivery of new hires from Recruitment, Onboarding, Skills Testing and Core Compliance Training in order to meet staffing deadlines in a timely fashion. Has oversight responsibility for the recruiting process and key performance indicators of recruitment staff; oversight of core compliance training and onboarding processing.
  • Identifies and recommends actions to address processing (Onboarding, Recruiting and Training) improvements and works with implementation. Required to understand and deliver on projected staffing needs and identify and work with IR Manager for any potential shortfalls in project staffing requirements.
  • Works in alignment with Industrial Relations Lead for compliance in onboarding and requirements for new hires during and completion of onboarding.
  • Ensures core safety and required training is in compliance and accurately tracking of training records.
  • Manages Medical Fit for Duty contract and ensures compliance.
  • Collects information or data for the development of an industrial relations program, policy or procedures received from local government agencies, employer associations, trade publications, area competitors and private agencies to determine what crafts are available in the area and their basic skills levels.
  • Collects, assembles and analyzes data or information for industrial relations reports and compares craft availability in the area to the company requirements. Provides advice on industrial relations issues to site management as requested.
  • Monitors existing industrial relations programs to ensure desired objectives and/or results are being achieved. Conducts training classes and craft orientation.
  • To meet peak staffing needs, screens and selects craft applicants to ensure they meet the minimum established requirements for the applicable position that they applied for and extends offers of employment to candidates for continued processing and selection for available positions.
  • Processes craft requests or actions in conformance to Bechtel Construction Services hiring policy. Processes employee data in the Applicant Tracking System (ATS) and Human Resources Information System (HRIS) throughout the recruiting and hiring process, and updates as needed.

Education And Experience Requirements

  • Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge And Skills

  • Knowledge of legal and regulatory requirements associated with sourcing employees and applicants.
  • Excellent written and verbal communication skills.
  • Understands nomenclature related to craft skill sets.
  • Understanding of employee processing and compliance.
  • Understanding of core required training, compliance and record keeping.
  • Previous work experience with Bechtel on large direct hire craft recruiting. Intermediate to advanced skills in the Microsoft Office suite of software, Word, Excel, Outlook, etc. Bi-lingual preferred. Previous experience in Industrial Relations or applicable responsibilities in related organization is preferred.
