Position Summary
The Community Advisor provides capacity-building assistance and administrative support to local governments with a population of 10,000 or less and without experienced full-time administrative staff. This position is responsible for managing the program within the tri-county Bear River region of northern Utah, but is also a part of a larger group of CAs embedded throughout the state that operate under the general oversight, support, and coordination with the Utah League of Cities and Towns (ULCT) and the Governor’s Office of Planning & Budget (GOPB).
Under the direction of the Community Development department within the Bear River Association of Governments (BRAG), the Community Advisor works with rural municipal governments, ULCT, and GOPB to deliver the program and assist with the administration of rural municipalities in Box Elder, Cache, and Rich counties. The CA is responsible for setting and achieving program goals and objectives within BRAG, as well as documenting and reporting on program activities and outcomes with our stakeholders.
The Community Advisor plays a critical role in maintaining and cultivating interagency and municipal relationships that are imperative to meet BRAG’s regional goals and objectives. The goal of the CA program is to elevate the capabilities of qualifying cities and towns; foster more transparent, accessible, efficient, and accountable government; and coordinate the pursuit of statewide objectives surrounding water conservation, the provision of public safety, infrastructure planning, and operational services.
This position includes a mix of program coordination, technical writing, public outreach, and planning assistance to local jurisdictions. The Community Advisor ensures compliance with applicable regulations and supports regional goals through collaborative, detail-oriented work. Assignments will vary depending on project needs and the applicant’s experience level.

Key Responsibilities
Community Advisors Support Municipalities By Helping Them
- Meet goals and objectives for state compliance on governance and transparency
- Receive training on municipal best practices, policies, and requirements at municipal and staff meetings as requested
- Update general plans by coordinating with the BRAG regional planner
- Identify and write grants to meet local needs through programs like CIB and CDBG
- Work directly with municipal leaders, ULCT staff, and BRAG departmental leadership as request on day-to-day issues, special projects, and urgent problems
- Identify and plan for local and regional issues, including housing, community and economic development, and transportation
- Connect with BRAG, private, State and Federal partners to meet diverse needs
Job Duties May Include
- Communicating with assigned municipalities as the primary point of contact
- Developing expertise in the application and grant writing process for the Community Impact Board funding opportunities
- Occasional travel to rural municipalities within the Bear River region for outreach, open houses, surveys, and public hearing coordination
- Careful documentation of community advising, planning assistance, and grant writing
- Assisting with required program reporting
- Assist Community Development Director and coworkers with planning, organization, execution, and administration of the Community Advisor, Technical Planning Assistance, and Community Impact Board programs as requested.
- Assist with the regional summit, department newsletter, grant writing and other efforts
- Other duties as assigned
Skills & Abilities
- Strong written and verbal communication skills
- Detail-oriented and organized, with the ability to track multiple project timelines
- Comfortable working independently and as part of a team
- Ability to clearly explain processes to local officials and the public
- Proficiency with Microsoft Office or Google Workspace
- Familiarity with CRM, office productivity, and generative AI platforms is a plus
- Willingness to travel regionally and occasionally attend evening meetings
Qualifications
- Bachelor’s degree in Public Administration, Political Science, Urban Planning, Community Development, Economic Development, or related field or 1–3 years of directly relevant experience in municipal, regional, or grant-based planning roles (internships or part-time work accepted).
- Experience with public meeting processes preferred.
- Valid driver’s license and ability to travel as needed throughout the Bear River region.
- Knowledge of local government structure, planning principles, or public finance isbeneficial.
Pay: $21.00 - $25.00 per hour
