Job Description:
The Virginia Department of Transportation (VDOT) is seeking an experienced Master Data Analyst to join its Business Integrated Solutions Division (BISD). The ideal candidate will support the agency s Data Management Team, contributing to both Agile (Sprint) and traditional Waterfall SDLC environments.
This role requires strong analytical and communication skills, with the ability to manage multiple priorities in a fast-paced setting while ensuring high-quality deliverables. The analyst will work closely with project teams and stakeholders to understand business processes, develop data requirements, and support data governance and integrity initiatives.
Note: Local candidates are strongly preferred due to onsite work requirement (3 days/week).
Key Responsibilities:
- Analyze and document business processes, data flows, and lifecycle.
- Collaborate with stakeholders to elicit and define requirements, user stories, and acceptance criteria.
- Conduct data profiling, source-to-target mapping, and entity resolution.
- Create metadata documentation and data flow diagrams.
- Translate business requirements into technical specifications, epics, and features.
- Maintain product backlog and support the Product Owner.
- Participate in User Acceptance Testing (UAT) and coordinate with project teams.
- Work across functional teams including internal staff, vendors, and contractors.
- Recommend process and data improvements to support ongoing optimization efforts.
Required Qualifications:
- 10 years of experience in business data analysis.
- 5 years working as an Agile Business Analyst with a strong understanding of Scrum.
- 5 years of experience writing complex SQL queries for data analysis.
- Proven ability to define acceptance criteria and manage user story development.
- Experience with enterprise data management and data governance.
- Strong proficiency in Microsoft Office Suite (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server).
- Excellent written and verbal communication skills with ability to collaborate across teams.
Preferred Qualifications:
- CDMP (Certified Data Management Professional) certification.
- Experience with Team Foundation Server (TFS) and work item tracking tools.
- Familiarity with automated testing tools (e.g., TestComplete).
