Job Description
We are seeking a Civil Engineer with an active Professional Engineer (PE) license in the state of Texas, responsible for serving as the Engineer of Record for potable water systems and wastewater treatment plant projects. The role includes signing and sealing engineering plans, ensuring regulatory compliance with TCEQ requirements, providing technical leadership in design, and overseeing construction processes to ensure execution in accordance with industry best practices and regulatory standards.
The position also provides cross-functional technical support to Sales, Operations, Maintenance, and Customer Service, acting as a key technical authority within the organization.
What You’ll Do
- Serve as the Engineer of Record, signing and sealing engineering plans, calculations, and technical documents, while providing technical leadership and coordination to the engineering team based in Mexico.
- Lead the civil and hydraulic design of projects, including Water Treatment Plants (WTP), Wastewater Treatment Plants (WWTP), and associated infrastructure (pipelines, tanks, pumping stations)
- Ensure regulatory compliance with TCEQ, including preparation and review of regulatory documentation and coordination of permitting and approval processes
- Oversee and validate that construction is executed in accordance with approved plans, specifications, technical documentation, and construction administrative processes, through the leadership of the Project Management (PM) Department and in coordination with superintendents.
- Coordinate, through the Project Management Department, with contractors, inspectors, regulatory authorities, and internal teams.
- Lead or support the technical management of the Construction Department.
- Identify technical, construction, and regulatory risks and propose effective solutions.
- Ensure project quality, safety, and performance standards are met.
- Provide specialized technical support to Sales, Operations, Maintenance, and Customer Service, including reviewing technical proposals, troubleshooting operational issues, and supporting contract execution.
What We’re Looking For
Required:
- Bachelor’s degree in Civil Engineering.
- Active Professional Engineer (PE) license in the state of Texas.
- Proven experience in potable water and wastewater treatment projects.
- Experience signing and sealing engineering plans and official documents.
- Practical knowledge of TCEQ regulations and processes.
- Experience supervising construction projects and processes.
- Previous experience serving as Engineer of Record on water and/or wastewater infrastructure projects.
- Professional proficiency in English and Spanish (written and verbal), with the ability to communicate effectively with technical teams, clients, and authorities in both languages.
Preferred:
- Experience as a technical lead or department head.
- Knowledge of AWWA standards, EPA regulations, and industry standards.
- Strong leadership, communication, and decision-making skills.
