We are seeking a highly experienced Regional Program Manager to lead and oversee IT operations across multiple government contract sites in California. This role is responsible for ensuring operational excellence, contract performance, and high-quality service delivery across a large and complex regional program.
The ideal candidate brings a strong background in IT program management within a federal or DoD environment, combined with proven leadership experience managing large, multi-site teams. This individual will serve as a key liaison to government stakeholders, driving performance, compliance, and continuous improvement initiatives.
This is a hands-on leadership role that requires strategic thinking, strong decision-making, and the ability to lead through influence while maintaining high standards of accountability and execution.
Key Responsibilities
- Lead full lifecycle management of assigned government contracts, including transition, execution, and steady-state operations
- Oversee delivery of IT services, including systems administration, networking, cybersecurity, and field support across multiple sites
- Serve as the primary point of contact for government stakeholders, ensuring effective communication, alignment, and contract compliance
- Drive program performance, including service delivery, customer satisfaction, and adherence to SLAs, KPIs, and contractual requirements
- Manage and lead multi-site teams, including managers, technical leads, and field technicians, ensuring operational excellence and accountability
- Develop and implement performance metrics, dashboards, and reporting frameworks to monitor operations and support data-driven decisions
- Identify and execute process improvements and efficiency initiatives to optimize service delivery and reduce operational costs
- Oversee workforce planning and resource allocation, ensuring proper staffing levels and alignment with contract requirements
- Ensure full compliance with DoD, federal regulations, cybersecurity frameworks, and organizational policies
- Manage program financials, including labor planning, cost control, forecasting, and overall budget performance
- Lead incident management and escalation processes, ensuring timely resolution and continuous service improvement
- Support contract transitions, onboarding, and knowledge transfer, ensuring minimal disruption to operations
- Partner with internal teams to support business development efforts, including proposals, staffing strategies, and growth initiatives
- Maintain accurate program documentation, reporting, and audit readiness
Required Qualifications
- Bachelor’s degree in IT, Business, or related field
- 8 years in IT program management or government contract operations
- 5 years managing multi-site teams (50 personnel)
- Experience with IT service delivery, cybersecurity, and systems administration
- Knowledge of ITIL, ITSM tools (ServiceNow, Remedy), and DoD IT environments
- Active Secret clearance (or higher) required
- Strong leadership, communication, and stakeholder engagement skill
