BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is searching for an NEPA/Environmental Noise, Cultural Resources, and Natural Resources Manager to fulfill the associated requirements for the NASA Environmental Support Services (NESS) contract Performance Work Statement (PWS) in support of the National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) Environmental Management Division (EMD).

Job Duties & Responsibilities

NEPA Manager Duties

  • Prepare, implement, update, and maintain all reports, assessments, surveys, and studies, necessary to maintain compliance with federal, state, and/or local laws and regulations, Executive Orders, NASA EMD and Center's policies and procedures. These include Environmental Assessments (EAs), Environmental Impact Statements (EISs), Environmental Noise studies/surveys, NEPA analysis and documentation related to Categorical Exclusions (CATEX) and Environmental Due Diligence
  • Conduct Inspections
  • Conduct NEPA Training
  • Conduct preliminary NEPA evaluation of a wide range of proposed JSC programs, projects, and activities for compliance to 14 CFR 1216.305(e)
  • Attend and participate in Construction Permit Review Board (CPRB).
  • Prepare project-specific environmental checklists and Records of Environmental Consideration (REC), and provide to EMD for comment, approval, and signature.
  • Create lists of project-specific mitigation commitments that are identified in an Environmental Checklist or REC and track project compliance
  • Prepare work plans and conduct Noise Studies or Surveys and prepare report associated with the study/survey
  • Provide support and participate in environmental audits, annual internal assessments, and other audits and inspections
  • Attend Construction of Facilities meetings and provide a written summary of the issues and action items

Cultural Resources Management Duties

  • Assist with the Cultural Resource Programs, which are managed in accordance with Section 106 of the National Historic Preservation Act of 1966, as amended. NASA Centers are required to work with the State Historic Preservation Organization (SHPO) and Tribes to ensure that historic buildings and assets are properly documented and recorded before NASA demolishes a facility and assist with mitigation to adverse effect of projects and to maintain and account for heritage assets held for historic posterity.
  • Prepare Integrated Cultural Resources Management Plans (ICRMP) and ICRMP Annual Reports, Cultural resources survey, consultations, and evaluation reports, prepare required documentation and request to SHPO for Section 106 undertakings and assist the government with the consultation process
  • Monitoring construction sites during ground disturbing activities
  • Conduct Historic Resource Eligibility Surveys and artifact curation
  • Update and maintain NPR 8510.10; coordinating draft reviews with NASA stakeholders
  • Conduct benchmarking studies of other agency Cultural Resource Management (CRM) policy and guidance
  • Develop, maintain, and manage new Cultural Resources Program Guidance
  • Develop and maintain CRM training materials, FAQs, flowcharts and other materials
  • Support the NEPA team with CRM elements for Categorical Exclusion (CATEX), Environmental Assessments (EAs), or Environmental Impact Statements (EISs) on projects and programs
  • Comply with NHPA Section 110
  • Support to Facilities planning and Implementation of Operation and Maintenance Activities, e.g., restoration activities
  • Provide for routine oversight of the operations and maintenance of the Mission Control Historic Landmark, including activities performed by others
  • Provide support for eligible buildings and activities/artifacts described within JSC's portion of the NASA Programmatic Agreement

Natural Resources Management Duties

  • Natural Resource Management Program is focused on understanding, protecting, and improving the health of natural resources through policy and plan development and oversight; including providing oversight of the Natural Resource Management Plan (NRMP), Endangered Species Act (ESA) Section 7 compliance, outreach, and wildlife management; oversight in maintaining the Center's natural resource program which includes, but is not limited to, preparing analysis and conducting consultation under the ESA, Marine Mammal Authorization Program (MMAP) and Migratory Bird Treaty Act (MBTA)
  • Provide complete and accurate permit application packages including final draft renewal packages and final draft modification packages
  • Develop and provide oversight for Integrated Natural Resources Management Plan (INRMP), including Endangered Species Act (ESA) Section 7, Migratory Bird Act, wildlife management, flaura/fauna, etc.
  • Ecological Monitoring Plan (EMP) - conduct surveys, studies, and monitor current ecological conditions to include flora, fauna, wildlife, and climate.
  • Provide support for the regional migratory bird studies routinely, in direct support of the Armand Bayou Nature Center
  • Perform Inspections (counts, populations, health indicators, surveys, wildlife conflicts, and impacts, invasive species, etc.)
  • Provide Habitat Management including conducting biological assessments, essential habitat reports, environmental resource permitting documentation, periodic habitat modeling, population surveys, and species recovery support
  • Conduct survey(s) and provide support for threatened and endangered species that may need support for various projects or proposed actions to fulfill review requirements for biological resources under the ESA, including potential resources at satellite locations

Requirements

Key Qualifications

  • U.S. Citizenship is required and the ability to obtain/maintain a NACI
  • Ability to successfully pass a federal agency background check is required

Knowledge:

  • Experience ensuring JSC programs are in compliance with environmental planning considerations, including National Environmental Policy Act (NEPA), wetlands, natural resources, coastal zone resources, and floodplains management
  • Experience providing comprehensive support for NEPA to ensure environmental planning is implemented for compliance with federal, state, and/or local laws and regulations, NASA Policy Directives (NPDs), NASA Policy Requirements (NPRs), as well as Center level requirements and/or related agreements
  • Problem-solving skills to identify and address any issues that may arise during the waste management process, minimizing risks and preventing accidents

Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.

Software: Proficiency using MS Office software including Excel, Word, and PowerPoint is required.

Self-Starter: Highly motivated, with the ability to solve problems and function as a member of a team.

Experience & Education

  • Experience: A minimum of three (3) years of Environmental Planning, NEPA or related experience is required.
  • Education: A Bachelor of Science (BS) degree in Environmental Science, Biology, Chemistry, Geology, Earth Science or higher in environmental science, engineering, or in a related field is required

Physical Requirements

  • Must be able to walk, sit, and/or stand for extended periods for multiple days/weeks
  • Able to operate office equipment, including computers, copy machine, phone, etc
  • Capable of light lifting, up to 50 lbs
  • Working conditions:
  • Able to work both indoors/outdoor (with exposure to the elements)
  • Able to walk/climb/knee/crouch and reach
  • Able to work on rough terrain when necessary
  • Able to work in confined spaces and/or heights
  • Able to wear the required PPE, minimally wear gloves, a hard hat, a respirator, and steel-toe boots that may be in combination with protective clothing/suits, a respirator, and/or a fall restraint/recovery harness
  • Exposure to hazards/contaminants at times
