Reports To: ESH&R Manager
Location: Williston, North Dakota
Position Summary
Bayou Midstream II, LLC is seeking a dedicated Process Safety Management (PSM) and PHMSA 49 CFR 192/195 Compliance Technician to support our growing midstream gas operations in North Dakota. This role is responsible for the daily execution, auditing, and maintenance of all PHMSA compliance, OSHA’s 29 CFR 1910.119 standards, and the EPA’s Risk Management Plan (RMP) across our regional assets, including natural gas gathering systems, compressor stations, and processing facilities.
The successful candidate will spend shifts on-site, acting as the primary eyes and ears for pipeline and process safety by verifying that physical infrastructure matches engineering blueprints, auditing active field permits, and ensuring mechanical integrity criteria is met. This position works closely with Operations, Engineering, Control Room Operations, EHS, and other internal teams and contractors to ensure regulatory requirements are effectively implemented and maintained in day-to-day operations.
Operating in the unique, fast-paced climate of the Williston Basin, the successful candidate will bridge the gap between field operations, engineering, and regulatory safety compliance, ensuring our teams operate safely, reliably, and in strict accordance with federal and state regulations.
Core Responsibilities
The PSM Compliance Technician owns the administration of the 14 elements of OSHA PSM, with a heavy emphasis on field validation and asset integrity:
- Mechanical Integrity (MI) Tracking: Manage and audit compliance documentation for routine inspections, testing, and preventative maintenance on critical equipment (pressure vessels, piping circuits, relief valves, and emergency shutdown systems). Maintain these records within the company's Computerized Maintenance Management System (CMMS).
- Process Safety Information (PSI): Ensure all technical documentation, operating limits, and safety systems are accurately cataloged. Conduct routine field walk-downs to audit and verify that physical plant configurations match Piping and Instrumentation Diagrams (P&IDs).
- Management of Change (MOC) & PSSRs: Administer the MOC process for all physical, operational, or organizational alterations. Coordinate and facilitate Pre-Startup Safety Reviews (PSSRs) alongside operations and engineering before bringing systems back online.
- Process Hazard Analysis (PHA) Support: Participate in and provide foundational data for PHAs, Re-Validations, and Hazard and Operability (HAZOP) studies. Track the timely closure of all action items resulting from these studies.
- Audits, Inspections, and Investigations: Prepare documentation and serve as a key point of contact for internal audits and federal regulatory inspections (OSHA/EPA). Participate in incident investigations and root-cause analyses for process safety events or near-misses.
- Serve as the primary owner of the regulated pipeline and facility inventory in accordance with 49 CFR 192 and 195, partnering with 3rd-party specialists, operations, engineering, and construction to ensure data accuracy, completeness, and audit readiness.
- Lead the development, implementation, and ongoing maintenance of 49 CFR 192 and 49 CFR 195 programs and associated procedures to ensure regulatory compliance, driving communication, stakeholder alignment, and continuous improvement across teams.
- Develop and deliver training on the 49 CFR 192 O&M and 49 CFR 195 Manuals and associated procedures to cross-functional teams, ensuring regulatory alignment and effective implementation in day-to-day operations.
- Monitor federal and state pipeline safety regulations, including 49 CFR 192 and 195, and lead evaluation and implementation of required updates to Operations and Maintenance Programs, procedures, and the regulated pipeline inventory, coordinating directly with Operations, Control Room, Integrity, and other stakeholders to ensure regulatory alignment and operational integration.
- Regulatory Liaison: Support the EHS&R Manager in navigating the regional overlap between OSHA worker safety protocols and PHMSA (DOT) regulations governing gathering lines and midstream transmission.
- This role focuses strictly on physical execution, field data collection, and direct verification of the 14 elements of OSHA PSM:
- Safe Work Permit Auditing: Perform daily spot-checks on active hot work, line breaking, and confined space entry permits at the facility level to ensure field operations adhere strictly to established Standard Operating Procedures (SOPs).
- Field Incident Verification: Provide on-scene technical assistance for process safety events or near-misses, collecting physical evidence, photographs, and data logs to support the root-cause analysis process led by the EHS&R Manager.
