This is a highly skilled, full-time, hourly position that reports to the Solid Waste Assistant Division Manager. The purpose of this classification is to perform security and work functions associated with overseeing the safety and security of inmates assigned to work detail involving manual work functions to repair and maintain facilities, grounds and infrastructure of the Steelfield Landfill. Will be required to obtain and maintain inmate supervisor certification through Florida Department of Corrections.  Supervision consists primarily in job performance checks made at the work site.

• Directs and oversees inmates on assigned work details: picks up inmates assigned to work detail; monitors activities and behavior of inmates on continual basis; maintains inmate discipline; enforces established correctional facility rules and regulations; conducts head counts of inmates; and searches inmates, vehicles and grounds to locate/remove contraband or weapons.
• Supervises and trains inmates performing manual tasks involving repair, maintenance, construction and other projects and activities: assigns and reviews work; evaluates training needs and provides instruction; establishes and promotes worker morale and teamwork; monitors status of work in progress; inspects completed work; and returns inmates back to correctional facility upon completion of work detail.
• Adheres to established safety procedures: evaluates safety and security of work area; monitors work environment and use of safety equipment to ensure safety of inmates, employees and other individuals; flags and directs traffic and places markers, signs and cones around project/work site to ensure safety of Inmate crew and the public; and follows safety practices and wears protective gear.
• Receives and reviews work orders: determines and gathers appropriate materials, tools, equipment, and machinery to complete assigned work projects; drives or operates a variety of equipment, machinery, and tools used to complete projects; and maintains and completes related documentation.
• Supervises manual work functions: patches holes; shovels and rakes materials; mows grass and weeds; trims and clears shrubbery; removes trees and tree limbs; cleans out pipes and ditches; lifts and moves heavy materials from roadways and rights-of-way; places signage, etc.
• Conducts pre- and post-trip inspections: checks all fluids, gauges, lighting, mirrors, tires, body damage, seats and seatbelts, cleanliness of vehicle, etc.; reports all problems or necessary repairs to appropriate personnel immediately; and completes and maintains inspection, gas usage and other associated documentation.
• The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
• Performs other related duties as assigned.

• Possess a high school diploma or the equivalent; AND
• Five (5) years’ experience in maintenance, construction and related field, with two (2) years’ in a supervisory/foreman capacity.
• A comparable amount of training and/or experience may be substituted for the minimum qualifications.

LICENSES AND/OR CERTIFICATIONS:

• Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
• Possession of or the ability to obtain and maintain an inmate supervisor certification through Florida Department of Corrections as a condition of employment.

• Knowledge of effective supervisory practices and techniques.
• Knowledge of project management and organizational skills.
• Ability to follow a prescribed plan requiring the exercise of some judgment.
• Ability to act as lead person or crew leader, providing guidance to a work unit, coordinating activities, and reviewing work of the unit Equipment, Machinery, Tools, and Materials Utilization. 
• Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
• Ability to understand and follow oral and written instructions. 
• Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
• Ability to have excellent oral and written communication skills.
• Ability to work and maintain reliable full-time attendance.
• Ability to comprehend, speak, and read the English language.
• Ability to have and maintain good interpersonal and communication skills to deal with the public.
• Ability to plan, assign and supervise the work of large labor forces and to effect satisfactory schedules and results in a manner conducive to full performance and high morale.
• Ability to prepare simple reports.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is primarily performed outdoors and requires moderate to extreme exposure to one or more disagreeable conditions (i.e., varying and adverse weather; work in water, brush and ditches, excessive noise, extreme temperatures, odors or dust). 
 
This position requires moderate exposure or risk to physical health and/or physical safety (e.g. exposure to environmentally hazardous material, heavy equipment) This position often requires the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.

Bending/stooping, sitting, standing, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing/pulling, talking, standing, climbing, finger movement of firm grasping and fine manipulation, repetitive motions, depth perception, balancing, squatting, working at heights. This position requires frequent lifting and carrying of 10-25lbs, occasional lifting of up to 100lbs.
 
WORK LOCATION:
Not Eligible for Remote Work - This position is assigned to a county worksite. Due to the non-portable nature of the essential functions of this position, this position is not eligible for telework. 

Salary : $46,363 - $81,141
