RATE OF PAY: $19.05 per hour entry, progressing to
$22.63 per hour after 2 years (TU07)

Full-time position, with benefits as provided for within the USW Full-time labor agreement, although union membership is voluntary. In accordance with the Agreement between the County and Local 15157, United Steelworkers of America, preference may be given to qualified County employee applicants.

GENERAL SUMMARY:
Responsible to perform general account clerk functions. Carries out a variety of accounting and reporting activities. Has responsibility for several facets of collection and/or disbursement activity such as cashiering, posting, balancing, summary reporting of account status, and continuous financial transactions. Works closely with the Finance Department. Supervision is generally received from the Treasurer and Deputy Treasurer.
ESSENTIAL FUNCTIONS:
- Assists with bank reconciliations in the Treasurer's Office.
- Prepares worksheets and disbursement vouchers for tax reverted lands, personal property taxes, PILOT payments, and State settlement ledgers.
- Reconciles the Trust and Agency fund general ledger accounts for the Treasurer's various activities.
- Performs the functions of account clerks such as, collecting taxes and entering the collection in the computer, certifies deeds, issues dog licenses and all other related counter duties. In the absence of the Cashier takes full responsibility for the cashiering operation including balancing cash to daily Munis receipt report. Post balanced receipts into Munis. Prepare accurate bank deposits. May prepare final disbursement checks for supervisory approval. Prepare and type vouchers for payment of invoices making certain totals and identifications are correct. May prepare final disbursement checks for supervisory approval. May perform general office support functions typing general correspondence, purchase orders and for letters, prepare mailings, inventorying office supplies and obtaining data from record sources. Reviews tax records to insure that all necessary tax information has been accurately documented. Checks real estate documents for proper legal description and, as necessary, manually draws descriptions. Examines and verifies property descriptions for taxes, special assessments and updates system for notices.
Utilizes Excel and Microsoft Office on a regular basis for financial analysis and report generation. Uses personal computer, calculator, copier, printers, facsimile machine, and scanner.
Prepares journal entries as necessary.
- Audits departmental deposits to verify accuracy of deposit and coding of transmittal advices and prepares the County's official cash receipt. Set up new object and org codes for department deposits in Munis general ledger.
- Consistent and punctual attendance is considered an essential function of this position.
- All other duties as assigned by the Treasurer and/or Deputy Treasurer.

QUALIFICATIONS:
Requires: a) Typing at 55 WPM (no more than 5 errors); b) Experience with personal computers; c) excellent arithmetic skills, d) Proficient in intermediate Excel*, e) 12 months of successful full-time experience as an Account Clerk. Familiarity beneficial in the use of Tyler Technologies Inc. Munis financial software and BS&A property tax software. Must be familiar with legal descriptions and mapping. Microsoft Word software for forms, etc. Ability to effectively create spreadsheets. Must remain courteous in dealing with employees and the public even under stressful conditions. Applicants may be required to take written and/or other examinations.
- Definition of proficiency: For Excel, certificate or other proof of completion of an intermediate level class (as opposed to an introductory level class) or an applicant who regularly uses Excel at the intermediate level on his or her present job.
PHYSICAL REQUIREMENTS: (with or without accommodations)This position involves sitting most of the time and/or being mobile or standing for brief periods of time. Additional requirements include the ability to move objects according to the following weight & frequency: generally, 10 pounds of force up to one third of the time.
