The Bay City Community Development Corporation (BCCDC) is a Type B Economic Development Corporation dedicated to fostering sustainable economic growth, job creation, and community enhancement within Bay City, Texas. Operating as a component unit of the City of Bay City, the BCCDC partners with local government, businesses, and regional organizations to advance strategic projects that improve quality of life and expand the city’s economic base.
Position Summary
The Executive Director serves as the chief executive officer of the BCCDC and is responsible for the administration, coordination, and implementation of programs and projects that promote economic development, neighborhood revitalization, and community investment. Working under the direction of the BCCDC Board of Directors, the Executive Director provides strategic leadership, manages financial and operational functions, and acts as the primary liaison between the Corporation, the City, business and community partners, and regional stakeholders.
This role requires a visionary leader who can balance strategy and execution—someone capable of fostering public-private partnerships, managing complex projects, and communicating effectively with diverse audiences.
This is a full-time, on-site position based in Bay City, Texas. The Executive Director is expected to maintain residency in or near Bay City to effectively engage with community partners, city officials, and stakeholders.
Key Responsibilities
Leadership & Strategic Direction
- Provide executive-level leadership to achieve the mission and goals of the BCCDC.
- Develop, implement, and evaluate policies, programs, and initiatives approved by the Board of Directors.
- Advise the Board, City Commission, and City leadership on strategies that enhance Bay City’s long-term economic competitiveness.
- Supervise and evaluate staff, contractors, and consultants supporting BCCDC operations and projects.
Economic & Community Development
- Lead business attraction, expansion, and retention initiatives to diversify the local economy and create quality jobs.
- Manage key community projects such as the Matagorda County Aquatic Center, commercial redevelopment, housing programs, and infrastructure improvements.
- Coordinate with developers, site selectors, and regional agencies to market Bay City as a destination for investment.
- Evaluate and negotiate incentive agreements and ensure compliance with city and state regulations.
Financial Management
- Prepare and manage the annual operating budget, ensuring fiscal integrity and transparency.
- Administer procurement, contracts, and accounting in accordance with city and state fiscal policies.
- Identify and pursue funding opportunities through grants, partnerships, and economic development programs.
- Maintain accurate financial records for audit and public reporting.
Partnerships & Public Relations
- Serve as the primary representative of BCCDC to the business community, public agencies, and general public.
- Build and maintain effective partnerships with city officials, chambers of commerce, educational institutions, and regional organizations.
- Promote Bay City through marketing materials, presentations, and public engagement initiatives.
- Communicate effectively through reports, media relations, and stakeholder outreach.
Governance & Compliance
- Support the BCCDC Board by preparing meeting agendas, documentation, and policy recommendations.
- Ensure compliance with Open Meetings Act, ethics, and public records requirements.
- Maintain official records, resolutions, and minutes in accordance with records retention standards.
Qualifications
Education & Experience
- Bachelor’s degree in Public Administration, Business Administration, Economic Development, or a related field preferred; equivalent combination of education and directly relevant experience will be considered.
- Seven (7) years of progressively responsible experience in community or economic development, public administration, or related fields, including supervisory experience.
- Demonstrated success in managing public funds, capital projects, and incentive programs.
- Experience working with a public board or commission and coordinating with municipal departments.
- Texas Certified Economic Developer (TxCED) credential or equivalent preferred.
Knowledge, Skills, and Abilities
- Strong leadership and organizational management skills.
- Deep understanding of economic development principles, public-private financing tools, and incentive structures.
- Excellent written and verbal communication skills, including public presentations.
- Ability to analyze complex financial, economic, and market data to guide decision-making.

- Salary: $70,000 – $100,000 commensurate with experience
