About the Position:

This Senior Human Resources Analyst for Employee and Labor Relations will serve as a lead resource for the Human Resources Division. This role is responsible for managing complex employee and labor relations across the organization. The ideal candidate will have strong written and oral communication skills, high emotional intelligence, experience with conflict resolution and negotiations, and a sound understanding of labor relations in a highly unionized environment. The Senior Human Resources Analyst partners closely with supervisors, managers, and executives to ensure fair, consistent, and legally compliant practices that will strengthen workplace culture and organizational effectiveness. 


Labor & Employee Relations

  • Leads grievance handling, workplace investigations, and prepare Air District responses and documentation for mediations, arbitrations, and PERB matters.
  • Works with employees and supervisors/managers to resolve personnel-related issues; identities additional resources and processes needed for executive resolution as needed. Develops recommendations to address any necessary corrective action.
  • Partners with managers to resolve employee performance or conduct issues, ensuring consistency and fairness.
  • Serves as a resource in collective bargaining by drafting proposals, analyzing data, and representing the Air District in meet-and-confer sessions.
  • Compiles, compares, analyzes, and summarizes salary and benefits data for contract negotiations.

Policy & Compliance

  • Interprets and applies MOUs, Administrative Code, Personnel Policies, and employment laws.
  • Monitors and analyzes proposed labor and employment legislation; recommend policy changes.


Other HR Program Leadership

  • Oversees the performance management program.
  • Participates in recruitment, classification, compensation, and benefits analysis as needed.
  • Develops strategies to address Equal Employment Opportunity concerns/issues; advises management on policy; assists with the preparation, updates, and monitoring of the Air District’s Equal Employment Opportunity.
  • Assists with the development of the Air District's training curriculum to enhance organizational and employee development; may conduct training as it relates to performance management or employee relations.
  • May provide day-to-day lead direction to other professional, paraprofessional and clerical staff and review their work on special projects as assigned.
