The Point of Care Laboratory Services Supervisor reports to the Regional Lab Manager at BMC. Has direct responsibility for the Point-of-Care (POC) testing across the system. Working collaboratively with appropriate organizational leaders,
this position is responsible for providing overall technical and regulatory oversight for Point-of-Care testing. Supervises and coordinates staff to meet network laboratories, hospitals, clinics, etc. needs and the functions and activities of the laboratories, ensuring an efficient workflow and regulatory compliance. Reviews and/or verifies work of network personnel as associated with Point-of-Care testing. In collaboration with laboratory leadership, develops, maintains, administers performance improvement, quality assurance, inventory control, financial management and laboratory policies and procedures to assure consistency and compliance with regulatory agencies and accrediting bodies and organizational requirements. Oversees an integrated laboratory service delivery system for POC testing, working with other departments and management within the network for positive interdepartmental relations. Supervises the clinical laboratory POC staff, addressing issues or concerns in a timely and professional manner.

Pay Range
Salary is based on a variety of factors, including, but not limited to, qualifications, experience, education, licenses, specialty, training, and fair market evaluation based on industry standards. - Provides supervisory direction for Point-of-Care staff.
- Provides a positive example for others to follow by demonstrating behavior consistent with a high degree of integrity, teamwork, and collaboration in day-to-day operational activities, and adherence to all policies and procedures 100% of the time with 1-2 exceptions per year as measured by staff feedback and direct supervisory observation. Establishes good working relationships with laboratory and hospital staff.
- Assures all commitments are honored, respond to requests within a defined timeframe, offers constructive feedback to staff, colleagues as measured by staff feedback and manager review.
- Supervises unit staff within department, develop mutually agreed upon standards of performance, appraise performance, and provides direction ensuring effective performance of departmental responsibilities by providing timely and effective performance reviews, to include peer review, in accordance with hospital policy 100% of the time as measured by staff feedback and supervisor observation.
- Is visible and approachable within the department.
- Elicits concerns, encourages suggestions and solutions to problems.
- Communicates in a timely and effective way with others in the department/organization who have the ability to rectify/address issues as measured by staff feedback and direct observation.
- Assures staffing needs for the department are met by monitoring overtime, monitoring use of unscheduled time off, and revising the schedule as indicated by changes in workload 96-98% of the time as measured by direct observation.
- Supervises staff within areas of responsibility including hiring, performance management, counseling, and performance evaluation.
- Directs technical and clerical function and activities of the assigned area while ensuring adherence to regulations and service to laboratory customers. Ensures accuracy and timeliness of daily work.
- Assures proper utilization and performance of instruments, including point-of-care testing performed by other departments such as nursing and primary care centers.
- Review facts, use ingenuity and judgement, recommend or take action to address problems, coordinate with other departments as needed.
- Manages all day to day operations of assigned areas, including staff schedules, daily workflow, and coordination of services
- Identifies and corrects systems/processes, care and service delivery problems which interfere with patient, staff and customer satisfaction issues and/or recommends/implements action to appropriate party. Measures results pre and post process changes.
- Evaluates, develops, monitors and maintains departmental performance improvement standards and measures.
- Oversees service excellence initiatives for designated areas.
- Ensures compliance with all regulatory and accreditation agencies (e.g., NYSDOH, NYSED, The Joint Commission).
- Develops service improvements, management systems, expense control programs etc. to ensure achievement of financial objectives efficiently.
- Establishes, reviews, and assures technical policies and procedures are observed in accordance to regulations.
- Acts independently and accepts responsibility of adopted policies and procedures of the hospital, network and laboratory.
- Maintains policies and procedures (according to NYSDOH and CLSI guidelines) within areas of responsibilities meeting departmental standards, and assures all staff performing POC testing have ready access to them
- Establishes timely and effective communication with department, network POC staff and operators to keep them aware of important corporate, divisional and departmental information.
- Updates all written, electronic and online manuals within 1 week of policy changes.
- Chairs the Point-of-Care Quality Council. Assures meetings are scheduled, minutes are distributed, and escalates unresolved issues to lab leadership as appropriate.
- Reviews all maintenance, quality control, proficiency test results, operator competencies and testing records to assure established procedures are followed and the proper functioning of laboratory equipment. Takes appropriate corrective action.
- Assure QC is reviewed, site visit summaries and competencies are completed and implements corrective action as appropriate.
- Proactively collects necessary monitoring and audits to assure compliance with applicable standards.
- Monitors accomplishment of agreed upon objectives at the departmental level; and where appropriate, institutes corrective actions, including reallocating resources, reprioritizing, and/or recommending modifications to established plans.
- Proactively identifies potential and actual risk to safety, identifies the underlying causes and makes necessary improvements so risk is reduced.
- Provides reports and statistical information as requested. Analyzes reports and provides summary information to the manager and/or director.
- Participates in the investigation of new products, equipment, techniques, methodologies and introduces, demonstrates, and recommends as appropriate.
- Maintains current knowledge of trends in laboratory and POC testing through reading and ongoing educational opportunities. Makes recommendations for operational improvements accordingly.
- Reviews and renews existing equipment contracts as well as evaluates new equipment and associated costs.
- In conjunction with the Manager, plans, organizes and coordinates accessibility, availability of services and new programs, capital equipment and resource allocation.
- Collaborates with appropriate leadership to assure adoption of best practices, standardization of procedures and regulatory compliance.
- Direct, review, and/or verify work of other clinical laboratory personnel and/or students.
- Orients new staff and completes appropriate associated paperwork in accordance to hospital and laboratory policies as observed by manager.
- Uses positive interpersonal skills to educate and support lab customers and promote success of team members.
- Supports and encourages creative, innovative interaction among staff, allowing individuals to reach highest levels of independence and empowerment in daily work responsibilities
- Clarify responsibilities to staff while maintaining professionalism to resolve technical and personnel problems.

- Provides investigation and follow-up to all patient concerns for designated areas, responds personally to patient regarding resolution.

- Required responsibilities for all clinical laboratory positions.
- Attains and documents continuing education annually as defined by departmental policy.
- Assumes responsibility for self-education and assist with staff development and continuing education requirements.
- Completes hospital and departmental annual exams as assigned.
- In conjunction with the manager, conducts departmental meetings, prepares agenda and approves and assures minutes are distributed for review by all staff. Attends as least 75% of clinic/hospital meetings as assigned. Reviews minutes of missed meetings and departmental communication meetings as noted by documentation the minutes.
- Keeps the manager informed and communicated effectively to ensure vital patient and operational information is shared among co-workers and shifts appropriately as indicated by departmental feedback and/or observed by manager
What we need from you
- 4 year/Bachelor's Degree in Clinical Laboratory Science or related field, required
- Minimum 2 years of Clinical Laboratory supervisory experience, preferred
- Minimum 1 year Clinical Laboratory work experience, preferred
- Clinical Laboratory Technologist or certification as a Clinical Laboratory Technologist (CLT), Medical Laboratory Scientist (MLS) and/or Clinical Laboratory Technician (ASCP), required
