Overview

The Jordan Economic Reform Activity (ERA) Task Order 1 is a five-year, USD 54 million program funded by the U.S. Government, which aims to support the Government of Jordan (GOJ) in prioritizing and implementing economic reforms and increasing foreign direct investment aligned with Jordan’s Economic Modernization Vision. As part of its investment promotion efforts, ERA seeks to strengthen its U.S. investor pipeline through targeted, senior-level engagement with investors that have a credible interest in international expansion and growth.

 

PURPOSE OF THE ASSIGNMENT

The purpose of this assignment is to support ERA in identifying, prioritizing, and engaging a focused group of U.S.-based investors across the Tourism & Hospitality and Chemicals & Fertilizers sectors through senior investor-relations expertise, with the objective of generating qualified investor interest and facilitating informed engagement with ERA and relevant GOJ counterparts, as per the following definitions.

 

To drive investment in Jordan’s priority sectors, this assignment focuses on identifying and mobilizing priority U.S.-based investors through strategic stakeholder engagement and U.S. investor networks. The goal is to cultivate serious investor interest and facilitate productive partnerships with ERA and relevant GOJ counterparts and investments in priority sub-sectors as defined below.

 

Priority Sectors, Investor Types, and Sub-Sectors

1) Tourism & Hospitality

  • Investor types: (i) strategic hospitality operators and hotel brands, (ii) hotel/resort and mixed-use developers, (iii) private equity / real estate investment firms, (iv) tourism experience operators and destination investors.
  • Sub-sectors (Tourism & Hospitality):g., hotels and resorts, eco-tourism and adventure tourism, wellness and medical tourism hospitality assets, entertainment and leisure destinations, tourism-related mixed-use developments, serviced apartments, destination infrastructure and visitor services, and others as agreed during inception.

2) Chemicals & Fertilizers

  • Investor types: (i) specialty chemicals and agrochemical manufacturers, (ii) fertilizer producers and value-chain investors, (iii) private equity and industrial investment firms with chemicals/materials mandates, (iv) downstream processing and mineral-based manufacturing investors.
  • Sub-sectors (Chemicals & Fertilizers): e.g., phosphate and potash value chain (extraction, processing, and exports), nitrogen-based and compound fertilizers, specialty and industrial chemicals, agrochemicals and crop protection products, green/sustainable chemistry and bio-based inputs, downstream mineral-based manufacturing, and other priority sub-sectors identified by GOJ/ERA.

This assignment is not mass lead generation; it is a precision investor engagement effort focused on quality, relevance, and access to decision-makers.

Responsibilities

SCOPE OF WORK (SOW)

Under this assignment, the Consultant(s) will leverage senior investor relations and cross-sector investment promotion expertise to support ERA in identifying, qualifying, and engaging a targeted group of U.S.-based investors across the Tourism & Hospitality and Chemicals & Fertilizers sectors with credible interest in international expansion. The scope emphasizes strategic investor targeting, qualitative screening, senior-level outreach, and facilitation of informed introductions and discussions between qualified investors and ERA and relevant GOJ stakeholders.

 

Activities include:

  • Identifying a targeted pool of U.S.-based investors and companies aligned with Jordan’s investment priorities across the two priority sectors.
  • Delivering a measurable pipeline (1) identified (2) screened (3) qualified (4) engaged (5) meetings (6) follow-ups, with target volumes agreed during the inception phase based on the approved LOE and agreed sector priorities.
  • Applying agreed screening criteria to qualify and prioritize high-potential investors.
  • Conducting senior-level outreach to assess investor interest, strategic fit, and expansion intent.
  • Facilitating introductions and/or exploratory discussions between qualified investors and ERA / GOJ counterparts.
  • Submitting a monthly investor engagement update summarizing outreach activity, meetings held, key discussion points, and planned next steps.
  • ERA/GOJ will provide: (i) list of priority opportunities and focal points by sector, (ii) access to relevant decision-makers for joint calls, (iii) existing sector materials and incentive summaries, and (iv) support in scheduling meetings.

Implementation Notes

  • The final allocation pipeline targets and outreach sequencing across Tourism & Hospitality and Chemicals & Fertilizers shall be agreed during the inception phase, based on opportunity readiness, ERA/GOJ priorities, and market response.
  • All deliverables shall present pipeline progress and results both in aggregate and disaggregated by sector (Tourism & Hospitality and Chemicals & Fertilizers).
  • A “Qualified Meeting” is defined as a meeting with a decision-maker, a pre-shared agenda, and documented next steps.

Qualifications

The Consultant(s) should demonstrate the following qualifications:

  • At least 15 years of senior-level experience in investor relations, investment promotion, or cross-sector business development, supporting activities such as investor targeting, qualification, and senior-level outreach.
  • Proven experience engaging U.S.-based investors and companies in one or more of the following sectors: Tourism & Hospitality and Chemicals & Fertilizers.
  • Demonstrated ability to assess investor interest, strategic fit, international expansion intent, and bankability considerations in line with investment promotion objectives.
  • Demonstrated expertise in sector-focused investment engagement, enabling informed screening of investors and effective positioning of investment opportunities.
  • Experience working with governments and public–private partnerships, supporting structured investor engagement and facilitating dialogue between public-sector counterparts and private investors.
  • Strong strategic communication and stakeholder engagement skills directly applicable to facilitating investor introductions, meetings, and follow-up under this assignment.
  • Ability to work across multiple sector value propositions and tailor outreach messaging accordingly.
