Position Summary
The Lead Property Management Specialist provides operational leadership and oversight for property, packing, preservation, and material management functions. This role ensures full adherence to all PPP&M requirements—specifically 3.1.8 and 3.1.9—by maintaining regulatory compliance, enforcing process discipline, and serving as the working lead for daily operations. This specialist acts as the primary technical expert for packing and preservation activities, including classified and hazardous materials, and supports workforce readiness through onboarding, licensing tracking, and administrative coordination.
Key Responsibilities
Process & Operations Leadership
- Develop, implement, and optimize operational processes supporting property management, packing, and preservation.
- Create, maintain, and enforce Standard Operating Procedures (SOPs) aligned with PPP&M 3.1.8 and 3.1.9.
- Provide daily oversight of the wood shop, including planning, scheduling, material ordering, and workflow optimization.
- Manage inventory for packing materials and wood shop supplies, ensuring accurate monthly reporting, audit readiness, and compliance with internal controls.
- Serve as the working lead for property management functions, providing guidance and oversight to ensure regulatory and contractual compliance.
- Assist the Program Manager in tracking forklift license requirements, expirations, and physicals, and in identifying positions requiring forklift certification.
- Complete required paperwork to obtain NMCI laptops and system access for new hires.
Coordination & Communication
- Coordinate parts, materials, and maintenance activities to support packing, preservation, and property management operations.
- Act as the Subject Matter Expert (SME) for all packing and preservation requirements, including classified, sensitive, and hazardous materials.
- Serve as the primary point of contact for fleet support, high visibility shipments, and mission critical logistics requirements.
- Assist in interviewing candidates for open positions and provide input on hiring decisions.
- Support onboarding by coordinating CAC pickup, escorting new hires on their first day, facilitating introductions, and ensuring they reach their assigned work locations.
- Collaborate with internal teams, government representatives, and external partners to ensure seamless execution of property and material management tasks.
Quality, Compliance & Reporting
- Ensure all storage, packing, and shipping activities comply with applicable regulations, including P700 and other governing directives.
- Conduct weekly quality assurance inspections to verify adherence to packing, storage, and preservation standards.
- Maintain compliance with PPP&M 3.1.8 and 3.1.9 by ensuring all property management processes meet regulatory, contractual, and audit requirements.
- Prepare and submit weekly and monthly performance metrics, quality reports, and compliance documentation.
- Support internal and external audits, corrective actions, and continuous improvement initiatives.
Communication with Program Manager
- Weekly tag up meeting with Program Manager to discuss overall contract performance.
- Notify the Program Manager immediately for any concerns regarding performance or issues with personnel.
Timesheets and Evaluation’s
- Review timesheets for accuracy and approve on timesheet day.
- Ensure that employees are doing timesheets daily for audit purposes.
- Complete 90-day evaluations and yearly performance reviews
