The Bank Policy Institute (BPI) is a nonpartisan public policy, research, and advocacy group, representing the nation’s leading banks. Our members include universal banks, regional banks, and the major foreign banks doing business in the United States plus investment management firms, insurance companies, financial market utilities, processors, and card companies via our BITS Affiliate program. BITS is the technology policy division of the Bank Policy Institute. BITS provides an executive-level forum to discuss and promote current and emerging technology, foster innovation, reduce fraud and improve cybersecurity and risk management practices for the nation’s financial sector. Our staff includes information technologists, economists, researchers, financial and policy analysts, government relations professionals, and attorneys, all focused on using data and analysis to shape sound practices and policy.
Position Overview:
This position will be positioned to help drive critical industry efforts that will shape the future of fraud mitigation in the banking sector, as well as help financial firms drive stronger consumer experiences, and ultimately impact how firms protect consumers from fraud and scams.
The fraud risk management professional will support critical industry initiatives that are part of the BITS Fraud Reduction Program and support the work of the BITS team and BPI overall. With the input and direction of members, this position will be responsible for helping set the programs’ strategic direction, prioritizing and executing on key projects, influencing policy direction and leading cross-industry initiatives aimed at reducing fraud. This role will also be critical in developing and communicating BPI’s advocacy positions to regulators, members of Congress, other government agencies, and the public.
This individual will be expected to apply their experience in fraud reduction to lead project initiatives draft regulatory comment letters, research and develop topical papers, issue summaries, and other advocacy-related materials (e.g., blogs). This role will participate and present on topics in meetings with senior bank executives, regulators, and other policymakers. This individual will be expected to actively participate in public-private dialogues on these topics and take a leadership role in these discussions.
Functions and Responsibilities:
- Work with BITS members to examine fraud risks, and support the creation of solutions to mitigate current and evolving frauds in areas such as scams, push payment fraud, ID and authentication fraud, check fraud, etc.
- Lead and/or participate in meetings with senior fraud executives at BPI member banks to drive consensus on BPI’s advocacy positions on fraud issues.
- Develop strategies and materials to advance BPI’s advocacy positions on these topics.
- Work directly with BPI member banks and other stakeholders to research, compile, and synthesize information to support the development of regulatory comment letters, white papers, blogs, and other written materials.
- Develop best practices and successful strategies, write guidelines, and develop white papers and advisories to mitigate fraud.
- Manage intra-sector and cross sector initiatives focused on intelligence sharing, cross sector collaboration, and evolving fraud threats.
- Meet regularly with federal agencies, including the Treasury Department, Federal Trade Commission, law enforcement agencies, and the federal banking agencies to advocate BPI’s position on fraud reduction.
- Lead or assist with planning of BITS committees (fraud, Identity and security related) and working group meetings, symposia, and other events, including designing agendas for these programs, identifying speakers, and facilitating discussion panels.
- Conduct research to support draft memoranda, articles, and blogs on key regulatory and policy issues of importance to BPI members on these topics.
- Closely monitor the activities of federal and state regulatory agencies on matters of importance to BPI members and provide rapid and succinct reports to BPI members.
- Foster collaboration with key external stakeholders, including technology service providers and market participants, law enforcement agencies and federal regulators.
- Collaborate with BPI colleagues in areas such as cybersecurity, AML/sanctions, emerging technology and consumer affairs.
Knowledge, Skills, and Abilities:
- Knowledge of the financial services industry, effective risk management practices and applicable regulatory/supervisory requirements.
- Experience at a regulatory agency, in the financial services industry, or at a law/consulting firm with a strong knowledge of fraud prevention issues.
- Excellent analytical, decision-making, and problem-solving skills
- Ability to work in a fast-paced environment and execute concurrent projects or initiatives.
- Concise, accurate, and effective written and oral communications, including with senior executives at member firms, agencies and regulators.
- An effective and proven leader who possesses a strong work ethic with the ability to work independently and collaborate with colleagues, to complete projects.
- An understanding of regulatory and government affairs programs.
- Advanced client management, diplomacy, and people skills.
Education: Minimum of a B.S./B.A. in related risk management, technology or business field required. Advanced degree preferred but not required. Experience in fraud strategy, fraud operations, fraud analytics, technology, security, or AML/Sanctions with demonstrable leadership capabilities.

This is a Washington, DC-based position, and the successful candidate generally will be expected to work in BPI’s DC office Monday-Thursday each week, with the option to work remotely 20 days per year. Fridays are typically work-from-home days.
