GENERAL DESCRIPTION: Serves as water treatment operator for the District, based at the Butler Water Treatment Facility in Otis and requiring a wide range of skills and abilities in an integrated, automated systems environment. Operator also serves as after-hours contact for customer emergency calls.
DUTIES:
Performs plant operations to treat water which meets all drinking water regulatory compliance standards.
Continuously monitors District-wide SCADA system including: water treatment equipment at the Butler ozone plant and UV facility, pumping equipment at the Johnston pump station, remote pump stations and the Veazie control valve station, as well as localized control and instrumentation displays. Performs system adjustments as authorized and electronically distributes a record of actions taken.
Receives all Bangor Water District after business hours’ phone calls and responds appropriately which may involve contacting on call manager to initiate emergency response personnel.
Provides fill-in coverage for operator absences and vacations (scheduled and unscheduled, short- and long-term).
Monitors and responds to plant system alarms.
Performs required record-keeping, including paper and electronic data entry and retrieval.
Maintains rigorous water quality standards as defined by the District. Performs basic lab tests pertaining to water quality. Collects samples in accordance with Water Quality Department’s schedule.
Performs scheduled and emergency maintenance – occasionally in confined spaces – working with the Director of Water Treatment to implement and execute a preventive maintenance schedule for the District’s ozone and UV facilities along with the District’s main pumping station.
Calibrates and recertifies instrumentation as required through the Preventative Maintenance (PM) program and directed by the Director of Water Treatment.
Performs minor repair of process equipment located throughout the ozone plant, UV facility, and Johnston pump station.
Provides secondary coverage for regular operators depending on District needs.
Maintains an accurate list of inventories in accordance with the District’s PM program.
Communicates with customers, employees, vendors, and members of the public to provide a satisfactory level of customer service.
Performs other duties as assigned.
REQUIREMENTS:
Education and Experience: High school diploma or equivalent is required. Additionally, the position requires a two-year degree, or two years’ experience in the operations and maintenance of a water or wastewater facility preferred, or two years of relevant experience with preference given to specific trades related to electrical, instrumentation, pumps and motors, or pipe fitting and fabrication.
A professional trade license is desired but not required.
Licenses and certifications: Possess or obtain within two years of hire a State of Maine operator licenses for a Class III Water Treatment System and a Class III Distribution System. Successful completion of District’s operator certification program as developed by the Director of Water Treatment within two years of hire.
Skills and Knowledge: Demonstrated knowledge of PC operating skills utilizing Microsoft Windows. Basic knowledge of Microsoft Office to create and maintain excel files and word documents. Familiar with SCADA and HMI as related to Water treatment is preferred.
Basic knowledge of District’s pumping and treatment operations. Demonstrated knowledge of pumping equipment, electrical power, chemistry, mathematics, hydraulics, and biology as applied to water treatment.
Ability to read and comprehend Operating and Maintenance Manuals, and to utilize these materials for operational problem solving.
Ability to competently perform job functions.
Ability to perform basic lab tests as related to water quality.
Ability to use hand tools and perform equipment maintenance.
Ability to meet required pulmonary and respiratory fit test functions.
Ability to wear a full face respirator and pass annual medical evaluations.
Familiarity with PLC processors, ladder logic programming. SCADA architecture.
RESPONSIBILITIES:
Responsible for the operation, maintenance, and repair of the Butler Ozone Water Treatment Plant, UV facility, and Johnston Pump Station to treat water which meets all drinking water regulatory requirements.
Receives instructions and performs majority of tasks in accordance with standard department practices and procedures. Work will be inspected for overall accuracy and compliance with those procedures. Specialized instructions are given only in response to new or unusual assignments.
PERSONAL WORK RELATIONSHIPS:
Supervises: no supervisorial responsibilities
Reports to: Director of Water Treatment
Works with Director of Water Treatment, other operators and employees, and alone on assigned shifts. Maintains effective communications with other operators and District employees and provides courteous and effective interaction with members of the public.
WORK ENVIRONMENT:
Work location: Butler Ozone Treatment Plant, Bangor Waterworks Rd., Otis, ME.
Duties are performed primarily at BWD’s pumping and treatment facilities in Otis, both in the control center and in various plant process areas that vary in temperature, space, and noise level. Duties also require visits to other BWD facilities. The operator routinely works in areas where hazardous substances are either stored or generated.
The operator may be required to work at any of the District’s remote facilities during all hours up to a 16-hour shift. The operator may at times be the only operator on duty and must be comfortable working in this environment safely and according to established safety procedures in a conscientious manner.
ADDITIONAL JOB REQUIREMENTS:
Ability to: legally operate assigned District vehicles including an attached 7’ plow; safely operate a motorized boat; use hand tools and perform equipment maintenance and repair; work rotating shifts; work in accordance with the District’s safety program, including in confined spaces; work in various weather conditions; lift 50 lbs.; live within 30 miles of the Bangor city limits; respond for emergency duty; and communicate with co-workers, vendors, and members of the public in a courteous and effective manner.
