HYDRANT CREW SUPERVISOR

GENERAL SUMMARY: The Hydrant Crew Supervisor serves as a working field supervisor for the Bangor Water District, assisting the Construction, Water Quality and Engineering departments. This position performs duties which are moderately complex but relatively standardized according to both general and specialized instruction from the Construction and Water Quality Managers.

ESSENTIAL JOB FUNCTIONS:

· Supervises assigned work crew daily according to instructions from the Construction and Water Quality Manager, and monitors crews to ensure compliance with assignments and instructions.

· Supervises and directs installation and maintenance of fire services and hydrants. Performs routine and emergency repairs when required.

· Supervises and assists with the shoveling and pumping of hydrants during the winter season, the painting of hydrants and directional flushing of BWD distribution system during the construction season, the testing of hydrants for pressure, flow and operation throughout the year.

· Supervises emergency repairs.

· Regularly responds to customer inquiries to identify water system problems, make service recommendations, and explain work procedures

· Maintains accurate hydrant records, measuring and mapping installation sites and times required to complete projects.

· Operates various department equipment, including dump truck, vacuum excavator, street roller, loader, bulldozer, backhoe, excavator, vibrator, K-12 saws, generators, and related attachments in effecting the general maintenance, repair, and testing of fire hydrants.

· Responsible for proper placement of safety, warning, detour, and related signs as needed during project operations for traffic control.

· Responsible for appropriate equipment and machinery being available at work site, and for service trucks containing necessary parts and tools to effect necessary maintenance and repairs to water lines.

· Serves on regular weekly on-call coverage as directed or required.

· Responds to emergencies as required.

· Attends safety, training, and other department meetings as required.

· Must get along with others and work in a professional manner.

· Maintains regular, predictable, and reliable attendance.

· Maintains excellent communication and fosters a collaborative working environment with all departments as well as with the public.

· Places an emphasis on safety, efficiency, quality, and productivity

· Follows all District policies.

· Performs related work as required.

· Assists with planning and directing field supervision of department work crews and the provision of necessary technical expertise and leadership.

· Assists in lab operations including sample collection, testing and investigation.

· Assists the Engineering Department for construction or inspection projects

· Work performed under limited supervision

KNOWLEDGE/SKILLS

· Working knowledge and ability to operate all heavy equipment and vehicles used by the department, and related construction machinery, tools, and equipment.

· Extensive knowledge of piping/plumbing systems and applied water hydraulics.

· Knowledge of basic operations of the department.

· Knowledge of standard laboratory practices, procedures, and standards

· Working knowledge of principles and techniques of bacteriology and chemistry.

· Some working knowledge of Federal and State drinking water regulations and Maine laboratory certification requirements.

ABILITY TO:

· Properly assign staff in response to supervisor’s instructions

· Effectively supervise and direct the work of others

· Give meaningful instructions and effect the proper completion of assignments

· Use all maps, GIS and records for emergency shutdowns and repairs.

· Prepare and submit accurate paperwork, including timecards, stock sheets, work slips, and equipment records.

· Perform accurate arithmetic calculations and maintain accurate records. Ability to pressure test and chlorinate mains, perform electronic leak detection analysis, and perform mark-outs for Dig-Safe call-ins.

· Perform basic computer skills.

· Communicate with co-workers, vendors, and members of the public in a courteous and effective manner.

· Legally operate assigned BWD vehicles.

· Work in accordance with safety procedures and BWD’s safety program, including in confined spaces.

· Manage multiple tasks in a detailed and effective manner

· Attend any required or recommended courses or training

· Respond to emergencies at all hours and in all weather conditions

· Serve on management week and holiday call-in rotation

· Live within 30 miles of the Bangor city limits.

· Fills in for Lab Technician on an as needed basis.

· Performs bacteriological and chemical sampling and analysis of raw and finished water, and a variety of water quality tests.

· Performs and documents required quality assurance/quality control of laboratory operations and can successfully pass performance evaluation samples.

· Monitors water quality from source to tap in varied environments including the Floods Pond watershed, lake sampling from a boat, in BWD facilities, and in homes and businesses.

· Properly operate lab equipment in performing water quality tests. Enters lab results in the computer and on appropriate standard forms. Accurately maintains lab files and records.

· Receives and investigates water quality concerns.

RECOMMENDED MINIMUM QUALIFICATIONS

Experience and Education/Training:

  • 2-year degree in a construction related discipline preferred, high school diploma or equivalent required.

· Three to five years of progressively responsible experience in the building/construction trades. Three years’ experience in the installation of water or wastewater distribution piping is preferred.

Licenses/Certifications/Other:

· Possess or obtain a State of Maine Class A driver’s license with a tanker endorsement within 18 months of hire

· Possess or obtain a Class II Water Treatment System and a Class III Distribution System within two (2) years of hire

· Obtain and maintain Airport ID badge.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

Work Environment:Performs majority of duties out-of-doors, in varying weather conditions, and is periodically exposed to cold and wet weather conditions, excessive noise, dirt, dust, and vehicle and equipment fumes. Safety precautions must be used at all times to avoid injury to self and others.

Physical Requirements: Moderate to heavy physical effort is exerted in the set-up and operation of equipment, including bending, stooping, and movement of extremities necessary to handle equipment controls. Moderate physical effort is frequently required for sustained periods of time. Ability to lift 50 lbs.
