Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

General Overview
Presently, we are seeking to fill one full-time Fiscal and Policy Analyst position.  The position is responsible for performing fiscal, policy, and budget analysis and research, as well as completing other projects, as assigned.  Duties include thoroughly documenting work methodology and assisting with report drafting.  The analyst may also assist in 
supporting and strengthening internal analytical and business processes within the office, including the use of modern data analysis tools and methods.

Analysts contribute to fiscal, policy, and budget analysis by examining fiscal trends, policy proposals, and program outcomes and by communicating analytical findings clearly through written reports and presentations that support legislative oversight and decision-making.

Essential Job Duties 
  • Analyzes fiscal impacts of proposed legislation and other agenda items.
  • Performs research and writing on fiscal and policy analysis projects, including responses to Council member requests for information.
  • Assists with revenue forecasting and economic analysis.
  • Analyzes and reports on agency budget requests and other financial matters.
  • Interacts with agency personnel to obtain needed information.
  • Communicates analytical findings through written reports and presentations.

  • Bachelor’s degree from an accredited college or university in a closely related field, such as economics, public policy, or public administration; or in a quantitative discipline such as mathematics, statistics, data analysis, or accounting, with coursework or other exposure to fiscal or policy analysis; 
  • Strong research, quantitative, and analytical skills; 
  • Excellent written and oral communication skills; 
  • Strong attention to detail with the ability to remain focused on the big picture;
  • Proficiency in performing spreadsheet and database analysis, including strong Microsoft Excel skills;
  • Ability to work with complex datasets and conduct structured analytical research; 
  • The ability and willingness to interact with and question agency personnel; and
  • Enthusiasm for public service and a demonstrated interest in performing fiscal and policy analysis.
Preferred Qualifications
  • Graduate degree in public policy, economics, public administration, or a related quantitative field; 
  • Training or experience in quantitative policy analysis, econometrics, program evaluation, or cost-benefit analysis; 
  • Experience working with large datasets and conducting statistical or policy analysis;
  • Proficiency with analytical tools such as Excel, Python, R, or Stata; 
  • Experience presenting analytical findings through policy memoranda, research reports, or data visualization tools such as Tableau.

Examination Procedure
Applicants will be qualified based on an evaluation of their training, education and experience, as stated on their application, which includes answers to the supplemental questions.   Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.



The Office of the County Auditor offers performance-based compensation and generous benefits, including health insurance, retirement, leave time, a flexible work schedule, continuing professional education, and educational assistance.  Travel is minimal and limited to within the County.

Salary : $55,080 - $86,908
