What are the responsibilities and job description for the Facility Lead - Environmental Inspections - Non-Merit position at Baltimore County?

Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the Department of Property Management

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Under general supervision, oversees the inspection of and/or inspects Above Ground and Underground tank systems for heating oil, diesel fuel, and gasoline and/or oversees the collection of samples of suspected asbestos, lead paint, and water contamination and analyzes test results.

Examples Of Essential Duties

  • Oversees the inspection of and/or conducts routine inspections of Above Ground (AST) and Underground (UST) tank systems for heating oil, diesel fuel, and gasoline, according to State regulations.
  • Oversees and maintains accurate records of inspections, testing, and repairs.
  • Maintains a replacement matrix for tanks and system components.
  • Maintains and repairs oil water separator systems.
  • Oversees the inspection of and/or inspects buildings for mold, asbestos and lead material.
  • Oversees the collection of samples of suspected mold, asbestos, lead paint, and water testing. Analyzes the test results for these substances.
  • Conducts inspections of County-owned buildings and grounds where repair, renovation or major installation work is performed.
  • Makes inspections of roofing, painting, concrete, electrical, spouting, plumbing, heating, and air conditioning work done by County maintenance workers and private contractors.
  • Inspects work while in progress and upon completion.
  • Meets with representatives of County agencies to determine work to be done, discuss any changes to work plans, and suggest possible alternative procedures.
  • Obtains cost estimates from vendors and sets up follow-up appointments. Orders supplies and materials.
  • Ensures timely submittal, processing and payment of invoices.
  • Visits job sites to ensure timely completion of projects. Maintains records of labor hours and materials used to complete projects. Prepares other related inspection reports.
  • Attends pre-bid, pre-construction, and progress meetings.
  • Ensures that contractors meet predetermined schedules and deadlines

Minimum Qualifications

Possession of a high school diploma or an appropriate equivalent

plus

six years' experience in building construction, building operation, building maintenance, building inspection or engineering work, two years of which involved the preparation of simple drawings and specifications.

(Additional education in construction technology or engineering may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)

Knowledge, Skills, And Abilities (Entry Level)

  • Knowledge of inspection techniques and criteria.
  • Knowledge of estimating costs of various types of building maintenance and repair work.
  • Knowledge of building maintenance and repair materials, plans, and standards.
  • Knowledge of office procedures.
  • Skill in reading and reviewing construction drawings.
  • Skill in preparing simple drawings and specifications.
  • Ability to communicate effectively.
  • Ability to prepare and maintain inspection reports.
  • Ability to work effectively with contractors and construction personnel.
  • Ability to learn and understand building codes and state laws and regulations concerning inspections, above ground storage tanks, underground storage tanks, asbestos, and lead materials.
  • Ability to use a computer and learn any software programs related to the position.

Knowledge, Skills, And Abilities (Full Performance)

  • Full knowledge of EPA Spill Prevention, Control, and Countermeasure (SPCC), MDE Good Housekeeping procedure, and other applicable codes, laws, and regulations related to underground storage tanks.
  • Understanding of environmental issues such as: mold, asbestos, lead, and water testing.
  • Knowledge of safety requirements when working in and around underground storage tanks or other environmental issues.
  • Knowledge of County and departmental rules, regulations, policies and procedures.
  • Skill in working effectively with contractors and construction personnel.
  • Skill in preparing and maintaining inspection reports.

Licenses and Certificates

Possession of a valid driver's license equivalent to a non-commercial, class C Maryland's driver's license is required at the time of appointment.

Maryland Class C Underground Storage Tank Certification preferred.

Proof of Licenses, Certifications and Education

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Physical and Environmental Conditions

The work of this classification may include physical activities such as walking, standing, and operating office and shop equipment and a variety of motor vehicles. Some work requires exposure to hazardous conditions and/or substances such as adverse weather conditions, asbestos, and lead paint.

Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
