MINIMUM QUALIFICATIONS
Education, Training And Experience
Graduation from an accredited college or university with a bachelor’s degree in accounting, business administration, economics, finance, or a related field.
Four years' professional accounting experience.Public sector accounting experience is preferred.

Licenses And Certificates
Possession of a Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) is preferred.

Thorough knowledge of the principles and practices of accounting, budget formulation, financial analysis, and business administration.Thorough knowledge of financial and accounting computer applications and systems.
Skill in accounting.Skill in the analysis of department management, organizational, and operational issues.Skill in supervising fiscal staff.
Ability to plan, coordinate, and supervise the work of professional and support staff.Ability to communicate analysis, conclusions and recommendations effectively.Ability to establish and maintain effective working relationships.

The work of this class is generally sedentary and performed in an office environment.

- Implements new procedures, methods, and systems of financial analysis.
- Develops, coordinates, and participates in continuing special analysis of organizational efficiency, management methods, and record control.
- Establishes, evaluates, and monitors compliance with specific regulations pertaining to the area of supervision.
- Supervises and prepares work related to monthly budget projections; processes month-end data, prepares journal entries, year-end reports, and special projects.
- Supervises, prepares, and monitors work related to required annual reports to MSDE.
- Establishes, evaluates, and monitors compliance with governmental accounting standards.
- Analyzes and interprets administrative data and provides information to the office leadership,the Controller, and/or the Director, Budget and Reporting.
- Establishes procedures for the retrieval of historical data for audit purposes.
- Projects salaries, position vacancies, and manages position control for budgetary purposes.
- Coordinates processing and renewals of contracts and purchase orders.
- Supervises, reviews, approves, and answers questions concerning work of employees under direct supervision. Makes recommendations concerning the hiring, evaluation, and termination of employees.
