A vacancy exists in the Department of Public Works, Bureau of Solid Waste Management.

A list of eligible applicants will be established based on the examination as outlined below.

Examples of Duties

Under general supervision, plans, directs, and controls County-wide solid waste management and recycling activities and programs and/or street sweeping and roll-off operations.


  • Prepares, assigns, and reviews work of Solid Waste Supervisors, Crew Chiefs, and others engaged in solid waste and recycling collection, street sweeping, and roll-off activities.
  • Coordinates solid waste management activities of the bureau.
  • Oversees and monitors refuse and recycling collection performed by private haulers.
  • Audits private collection routes to assure compliance with contract provisions.
  • Reviews and modifies refuse collection and curbside recycling collection routes.
  • Computes compensation due private contractors.
  • Oversees and monitors street sweeping and roll-off operations performed by the County.
  • Reviews and modifies street sweeping routes.
  • Receives, investigates and resolves complaints from the public.
  • Serves as a liaison between the bureau, refuse collectors, and the public.
  • Represents the bureau at neighborhood association meetings.
  • Develops, implements, and modifies solid waste management procedures and methods.
  • Reassigns staff and amends work schedules to assure adequate coverage.
  • Keeps records and prepares and compiles reports of work activities

  • Analyzes program productivity and efficiency.

Examples of Other Duties
Works during storm and other emergencies. Performs other related duties as required.

Qualifications



Possession of a high school diploma or an appropriate equivalent
plus
seven years' experience in solid waste management, three years of which were in a supervisory capacity.

Additional experience may be substituted on a year-for-year basis for the required education. Additional education may be substituted on a year for year basis up to a maximum of four years for the required experience.

Conditions of Employment

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Failure to submit proof of Licenses, Certifications and Education may result in your application not being considered.

Proof of Degree Equivalency
Applicants who have obtained a degree from outside the United States of America are required to submit degree equivalence documentation from World Education Services, Inc. (www.WES.org)

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Health Insurance

Employees are required to participate in the Baltimore County Employees' Retirement System (ERS), with very limited exceptions.
