Job Purpose
Responsible for the overall leadership, administration, and operational management of the Medications for Opioid Use Disorder (MOUD) program within a correctional facility. This includes coordinating clinical and behavioral health services, ensuring regulatory compliance, managing program staff and budgets, overseeing data collection and reporting, administering grants and contracts, and facilitating continuity of care through reentry planning and community partnerships. The role also involves training staff, supervising peer support services, conducting program evaluations, and representing the department in internal and external forums to support the effective delivery of MOUD services and promote recovery outcomes.
Examples of Duties
Monitors and maintains professional, behavioral health, analytical and or budgetary functions to improve operational activities in accordance with agency policies and procedures. Work of this class involve full supervisory duties and responsibilities.
- Ensures that program clinical staff coordinates MOUD screening, assessments, and eligibility determinations for incoming incarcerated individuals.
- Ensures that behavioral health staff collaborates with medical and behavioral health providers to develop and implement individualized MOUD plans.
- Creates, maintains and monitors compliance with policies and procedures to ensure adherence to federal, state, and local guidelines for MOUD in correctional settings.
- Ensures that program participants are provided with reentry plans, including referrals to community MOUD/SUD providers for continuity of care, housing, and support services.
- Provides education to incarcerated individuals about MOUD, overdose prevention (e.g., naloxone), and recovery resources.
- Train and educate correctional staff on MOUD principles, stigma reduction, and safety protocols.
- Ensure the secure handling, storage, and administration of MOUD medications in collaboration with licensed medical staff.
- Participate in case conferencing, quality assurance, and multidisciplinary team meetings.
- Track program outcomes and prepare reports for internal and external stakeholders.
- Supervises MOUD Peer Support Staff. Plans, assigns, coordinates, and reviews the work of employees. Leads, coordinates and conducts special programs and projects.
- Formulates, executes, and controls operating, capital, and grant budgets.
- Analyzes program expenses, revenues, and other fiscal and budgetary data.
- Prepares and reviews budget requests, justifications, and related fiscal documents. Formulates budget proposals. Supervises the preparation of quarterly and annual budget projections.
- Reviews, monitors and authorizes expenditures.
- Supervises the procurement of goods, services, supplies, and equipment.
- Reviews and authorizes purchase requests and requisitions.
- Supervises, coordinates, and conducts administrative and management studies. Researches, analyzes, and reports on a variety of informational, operational, management and personnel issues. Analyzes and evaluates the effectiveness of agency policies, rules, operations, and methods. Analyzes agency staffing requirements, work scheduling, equipment and facilities. Performs fiscal analyses of management proposals. Prepares and presents comprehensive reports and memorandums.
- Administers grants. Prepares grant application submittals. Serves as a liaison between the granter and the agency. Monitors grant expenditures to ensure they are in accordance with guidelines and appropriation balances.
- Prepares and processes contracts. Supervises the execution of contracts and the billing of contractors. Manages special service contracts with outside vendors.
- Represents the department at meetings or on committees.
- Maintains policy and procedure documents.
- Performs other related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree, preferably in a Behavioral Health Field, Nursing, Social Work, Public Health, or a related health sciences field plus a minimum of 2 years’ experience working in a substance use disorder treatment setting, behavioral health, correctional health, or a related clinical or public health setting.
Proficiency performing professional fiscal, administrative, reporting and analytical duties. Excellent organizational, communication, and problem-solving skills required. Demands a high level of proficiency with electronic health records and data reporting tools. Familiarity with privacy laws, including HIPAA and CFR-42; licensure and certification required for OTPs, including SAMHSA and DEA regulations, as well as accreditation processes, and strongly demonstrated program coordination experience. Ability to use data to support program evaluation, quality improvement, and grant reporting requirements. Excellent written and verbal communication skills; ability to interact effectively with medical staff, custody staff, external agencies, and justice-involved individuals. Must pass a background check and security clearance for work in a correctional setting.
An equivalent combination of education and experience may be considered, provided the candidate demonstrates strong clinical knowledge and data/administrative skills relevant to MOUD implementation.
Preferred Qualifications
Master’s degree preferred, particularly in disciplines that combine clinical, behavioral health, or substance use treatment expertise with program management, public administration, or data analytics. Licensure in addiction counseling (e.g., LCSW-C, LCPC, or LCAD) or Nursing (RN/LPN) preferred. Experience working in a criminal justice setting, correctional setting, or with the justice-involved population is preferred. Advanced training in health administration, public administration, or data analytics strongly preferred.
Conditions of Employment
Persons appointed to this position may work on either a rotating or fixed shift basis, which will include nights, weekends, holidays, or overtime when scheduled.
Physical and Environmental Conditions
The work of these positions is essentially sedentary but may entail occasional walking, lifting, or other limited physical activities. Work is performed in a fully operational correctional facility, which includes direct inmate contact and all inherent hazards.
