Regular Schedule: 34 hours per week
A Non-Merit vacancy exists in the Bureau of Community Health Services, Cancer Program, Department of Health and
Human Services.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties
Under close supervision, determines eligibility of applicants for various programs and services in areas such as public or mental health, social services, and aging; and assists Human Services Associates and other professionals with case management and/or client navigation and linkage to care.
EXAMPLES OF ESSENTIAL DUTES
- Provides interpretation services to clients either in person or on phone.
- Ensures non-native speaking clients understand program requirements and eligibility
- Assists other Program staff with client communication as needed.
- Interviews clients and reviews applications and other forms to determine eligibility for financial aid or other health related services according to established guidelines.
- Explains Program policies and procedures to clients.
- Assists clients and others in obtaining supportive documentation as required and contacts other agencies to verify information.
- Assists in placing clients into other programs.
- Assists in providing client navigation and linkage to care.
- Assists in providing outreach and community engagement services.
- Computes dollar amounts of grants for clients based on established guidelines. Initiates procedures to grant, modify, deny or terminate clients' participation in program.
- Regularly reviews clients' activities with professionals in program.
- Maintains detailed records of cases and assembles these into periodic reports

- Assists walk-in limited english proficient (LEP) clients and answers telephone inquiries.
- Assists with telephonic public inquires related to health-related preventative and diagnostic services.
- Assists with paper or in person interpretation when necessary.
- Provides guidance to clients regarding community resources and public benefits.

Qualifications
Required Qualifications
Graduation from an accredited college or university with an associate of arts degree in a social or behavioral science.
(Experience in individual, group, or family counseling or in intake and referral work may be substituted on a year-for-year basis up to a maximum of two years for the required education.)
Ability to speak Spanish fluently
Knowledge, Skills, and Abilities (Entry Level)
Proficient in english and at least one other language to assist LEP clients
- Basic knowledge of interviewing techniques.
- Ability to obtain information from clients and to compile information into case records.
- Knowledge of customer services skills.
- Knowledge of principles of client navigation, linkage to care and community engagement.
- Skill in performing simple mathematical calculations such as addition, subtraction, multiplication, and division.
