Conducts highly confidential, thorough, prompt, and fair internal investigations in matters concerning employee misconduct, neglect of duties, and other illegal, unethical and improper activities. Gathers information through interviews, investigation and surveillance, and research. Functions with latitude for independent action and decision in collecting, reporting, and summarizing evidence and information.

Essential Functions

  • Plans and conducts highly confidential, thorough, prompt, and fair internal investigations of employees and others accused of violating Baltimore City Board of School Commissioners policies, administrative regulations, the standards set forth in the Baltimore City Public Schools Employee Handbook, and other applicable legal requirements, including, but not limited to, the following investigative tasks:
    • Developing an investigative plan that sets forth the scope of the investigation and the investigative methods to be used;
    • Gathering documents, records, and other evidence;
    • Interviewing complainants, respondents, witnesses, and other individuals with relevant information, consistent with due process requirements;
    • Conducting site visits;
    • Reviewing and analyzing documents, data, reports, and other evidence and
    • Preparing and submitting fact-finding investigative reports that are comprehensive, well-organized, and well-written with a high degree of accuracy.
  • Collaborates with the Office of Human Capital and other departments and staff, as well as external law enforcement agencies and other regulators, regarding investigations and their outcomes.
  • Performs searches, review, and analysis of data from records, such as electronic databases, financial records, personnel files, and public documents.
  • Assembles records and testifies, as necessary, in court and administrative hearings, as well as other legal proceedings, regarding investigative work.
  • May use various types of surveillance to gather information or verify facts.
  • Maintains organized electronic records of investigations.
  • Safeguards confidential and sensitive information.
  • Serves subpoenas and legal documents.
  • Keeps abreast of all pertinent federal, state, and local legislation, regulations, case law, best practices, professional standards, and current and evolving trends in school system investigations.
  • Utilizes data gathering and reporting procedures to track and monitor progress on investigative work.
  • Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal and state laws, school board policies, and professional standards.

Maximum Salary 102122.00

Minimum Salary 59869.00

Desired Qualifications

  • High school diploma or GED; bachelor's degree from accredited higher education institution preferred.
  • Three years full-time experience conducting investigations in schools and/or in other related areas, such as law enforcement, human resources, child protective services, financial auditing, insurance, claims, or administrative liability. (Experience as a patrol officer does not meet the qualifications of experience.)
  • Extensive knowledge of laws, regulations, principles, and practices related to investigations preferred.
  • Extensive knowledge of and demonstrated skills and experience in investigative methods and techniques, such as trauma-informed interviewing and engagement.
  • Excellent interpersonal, oral, verbal, and written communication skills.
  • Demonstrated organizational skills and experience in assessing, analyzing, interpreting, and resolving complex problems/situations.
  • Ability to interact with diverse constituencies and convey complicated information with tact and diplomacy.
  • Skill in dealing with sensitive, complex, and confidential human resources, investigations, and legal issues.
  • Proficient skill in the use of technical computer applications, including electronic databases, case management systems, and Microsoft Office, including Excel.
  • Ability to exercise independent judgment.
  • Skill in assembling data, preparing complex reports, and formulating and presenting recommendations.
  • Ability to work collaboratively.
  • Ability to develop and maintain strong working relationships with school system employees and managers at all levels, as well as government agencies and community stakeholders.
  • Ability to multi-task, prioritize changing assignments, and organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail.
  • Ability to testify competently and professionally in court concerning findings of investigations.
  • Ability to operate a variety of equipment used in the investigative process including cameras and some surveillance equipment.
  • Valid Maryland driver's license and own transportation.
  • Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

In accordance with Maryland law, City School is required to share the position salary ranges in its entirety. Please note, this is not the hiring range. The hiring range for this position is ($59,869 - $102,122).
