The Coordinator of School Turnaround serves as a dynamic and results-oriented leader responsible for overseeing the implementation, monitoring, and evaluation of strategies in the Maryland State Department of Education (MSDE)-identified school improvement sites (designated as Comprehensive Support & Improvement (CSI) or Targeted Support & Improvement (TSI)). This individual collaborates with school leaders, central office teams, and external partners-including MSDE-to promote a strong culture of school improvement through effective practices, data-driven decisions, and continuous learning. The Coordinator is responsible for ensuring Baltimore City Public Schools and the identified school improvement sites are compliant with state and federal guidelines under the Every Student Succeeds Act (ESSA).

Essential Functions

  • Collaborate with school leadership teams to develop and implement comprehensive school improvement plans for MSDE-identified sites, providing technical assistance on instructional improvement, leadership development, school culture, and student support?ensuring alignment with evidence-based practices and compliance with state and federal (ESSA, Title I) requirements.
  • Partner with district offices to coach and support school leaders in implementing effective school improvement strategies?grounded in turnaround best practices, data analysis, and instructional leadership?while building the capacity of school-based teams to sustain progress over time.
  • Coordinate with district finance teams to align key resources (people, time, materials, and funds) with school improvement plans and implementation strategies.
  • Facilitate the integration of improvement initiatives with existing district programs and resources to ensure they align with district priorities while remaining responsive to each school?s unique needs.
  • Establish robust systems to monitor the fidelity of implementation and school progress toward improvement goals, while proactively identifying and addressing barriers to ensure timely and cost-effective execution.
  • Partner with district offices to collect and analyze qualitative and quantitative data (including academic achievement, growth, graduation rates, and other state indicators) to identify trends, inform decision-making, and track progress across the school improvement sites..
  • Provide regular, data-driven verbal and written feedback to school leaders to help identify areas of strength and areas needing further intervention.
  • Prepare comprehensive reports and presentations for district leadership, MSDE, and other stakeholders that meet state and federal reporting requirements
  • Facilitate effective collaboration between school leadership teams, central office departments (e.g., human resources, curriculum and instruction, finance), and external partners to promote seamless support and resource allocation.
  • Support schools in engaging parents, community members, and other educational partners in the development and implementation of school improvement plans, in alignment with state guidelines.
  • Utilizes resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
  • Maintains confidential and sensitive information.
  • Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and the professional standards.

Desired Qualifications

  • Unless expressly stated otherwise with respect to the qualifications indicated in the position description, City Schools reserves the right to consider other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position.
  • Master?s degree in education, educational leadership, or a related field required. Degree must be from an accredited college or institution.
  • Maryland State Department of Education Advanced Professional Certificate with Administrator I
  • endorsement in an appropriate subject area.
  • Minimum 5 years of experience in school leadership, school improvement, or educational consulting, with a proven track record of improving outcomes in underperforming schools, particularly those identified under ESSA (e.g., CSI/TSI).
  • Deep knowledge of school improvement planning, instructional leadership, evidence-based practices (ESSA Tiers 1?3), and federal/state accountability requirements, including Title I and MSDE guidelines.
  • Demonstrated ability to use academic and school performance data to inform strategic decisions and monitor implementation progress.
  • Experience with stakeholder engagement strategies that involve families, community partners, and district staff in school improvement efforts.
  • Strong project management, organizational, and problem-solving skills, with the ability to manage multiple priorities and address barriers to implementation in complex systems.
  • Skilled in facilitating cross-functional collaboration and resource alignment across departments and external partners.
  • Experience in conducting professional learning activities for various stakeholders.
  • Excellent verbal and written communication skills, including report development, data visualization, and delivering presentations to varied audiences.
  • Proficiency in Microsoft Office (Excel, PowerPoint, Word), data systems, and online learning platforms; ability to manage and analyze data using electronic databases and case management systems.
  • Strong interpersonal and team-building skills, with a commitment to equity, continuous improvement, and sustainable school transformation.
  • Ability to interact with diverse constituencies and convey complicated information with tact and diplomacy.
  • Proficient skill in the use of technical computer applications, including electronic databases, case management systems, and Microsoft Office, including Excel and Power Point.
  • Ability to exercise independent judgment.
  • Skill in research, presenting, and explaining policies and procedures, assembling data, preparing complex reports, and formulating and presenting recommendations.
  • Ability to work collaboratively.
  • Ability to develop and maintain strong working relationships with school system employees and managers at all levels, as well as government agencies and community stakeholders.
  • Ability to multi-task, prioritize changing assignments, and organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail.

In accordance with Maryland law, City School is required to share the position salary ranges in its entirety. Please note, this is not the hiring range. The hiring range for this position is ($98,301 - $131,426).
