Deputy Program Manager

Job Description
BAE Systems has an exciting opportunity for an experienced Deputy Program Manager (DPM) at the Surface Combat Systems Center (SCSC), Wallops Island, VA. The DPM will provide program management, financial, and technical support to include planning, developing schedules, organizing, and coordinating team members to accomplish assigned tasks in support of the activation, operations, maintenance and engineering of equipment, systems and computer programs for NAVSEA and PEO IWS missions and approved projects supported by SCSC.
Projects include AEGIS, AEGIS BMD, SSDS, and DDG 1000 program support, plus all necessary support services for approved program activities at Wallops Island. Support will also encompass the installation, activation and upgrade of current and future cruiser, destroyer, carrier, amphibious and ship modernization initiatives at the Navy Wallops Island, Virginia facility.
The DPM shall be responsible for the overall management and coordination of all Combat Systems Services at Wallops Island. This encompasses program management and related business capture for the company. This function includes the identification of strategic business opportunities, development of marketing strategies for business capture, development and implementation of capture plans, and Market Intelligence.

PRIMARY DUTIES AND RESPONSIBILITIES:

1. Manages, coordinates, plans, organizes, controls, integrates, and executes the program. Ensures achievement of financial, schedule, technical and new business performance objectives. Participates in the support of new business and financial plan development. Overall supervisory responsibility for the program team including team member/subcontractors.
2. Provides program leadership in proposal and program execution, anticipates and resolves problems, and ensures inter-group cooperation to meet all program obligations and objectives. Interfaces with SCSC customers on all program issues including marketing, cost, schedule, technical, risk management, and contractual status. Provides executive level briefings and reviews.
3. Leads the program’s planning as it relates to the program’s daily operations. Exhibits an exceptional degree of ingenuity, creativity, and resourcefulness. Apply and/or develop highly integrated plan from program principles and concepts meeting program objectives. Viewed as expert within the field.
4. Leads BAE Systems’ Lifecycle Management (LCM) planning and implementation for the program. Ensures LCM mandates are implemented for the program and ensures program documentation is of acceptable quality and completeness.
5. Actively promotes a culture of safety, health, and personal wellbeing for self, employees and the program team. Maintains a safe work environment and ensures compliance with safety and environmental objectives and policies.
6. Proficient in managing to and complies with all company policies and procedures including but not limited to ethics, export control, proprietary information, document/record retention, public communication, etc.
7. Often acts independently to uncover and resolve issues associated with the development and implementation of operational programs.
8. Conducts customer visits and performs research to understand current and emerging customer needs and requirements. The PM meets routinely (weekly/bi-weekly) with the COR, Executive and Technical Director.

Required Education, Experience, & Skills

Master's Degree from an accredited college or university in an engineering, scientific, business, or technical discipline and a minimum of 13 years of related work experience, including five (5) years of demonstrated experience in managing large technical projects in similar size and scope to this role, including ability to plan, develop schedules, organize, and coordinate team members to accomplish assigned tasks; demonstrated experience specifically directed to combat systems facilities related to AEGIS, AEGIS BMD, SSDS, or DDG 1000 weapon and combat systems and technology development, work breakdown structures, spending plans, and financial tracking.

Additional required skills/experience:

• Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers with a minimum of 10 years supervisory experience.
• Demonstrated ability to analyze, evaluate, develop and implement processes and systems within budget and adhere to time requirements and schedule, determine risk and meet with Technical Task Leaders and Subcontractor Assistant PMs to execute program.
• Proven ability to decompose and resolve complex and difficult problems across a broad range of interrelated domains.
• Proven track record of contributing discriminating know-how to business winning pursuits and proposals.

Security clearance requirement: Must have a current DoD Secret clearance, or higher.

Preferred Education, Experience, & Skills

• Project and/or proposal leadership experience
• Current PMP Certification; DIAWIA Program Management or similar certification
• Cost Account Manager experience
• Prior Navy Weapons Systems or AEGIS Operations experience at the

Pay Information
Full-Time Salary Range: $136000 - $231200

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
