Position Overview
The Badin Shores Resort Homeowners Association is seeking a reliable, proactive, and community-focused Park Manager & Community Compliance Officer to oversee the daily operation, safety, and maintenance coordination of the community’s park areas, recreational amenities, and common areas.
This role is responsible for maintaining the quality, safety, and appearance of community facilities while assisting with the monitoring and documentation of compliance with HOA rules governing the use of amenities and common property.
The position reports directly to the HOA Board of Directors and operates under the policies and authority established by the Board.
Primary Responsibilities
Park & Amenity Oversight
- Conduct routine inspections of community parks, recreational spaces, and common areas.
- Monitor the condition of amenities including playgrounds, green spaces, picnic areas, walking areas, and other recreational facilities.
- Identify maintenance issues and coordinate repairs with vendors maintenance personnel in accordance with BSR policies and procedures.
- Ensure amenities remain clean, safe, and in good working condition.
- Monitor for vandalism, safety hazards, or misuse of community property.
- Maintain inspection logs and documentation of repairs and maintenance needs.
- Maintain employee accountability in accordance with the employee Handbook and Job Responsibilities.
Community Compliance Monitoring
- Monitor common areas and recreational amenities for compliance with HOA rules and policies.
- Document violations related to park use, property damage, nuisance activity, safety hazards, or misuse of common areas.
- Provide written reports, photographs, and documentation to HOA leadership or property management for enforcement review.
- Issue courtesy reminders to residents and guests regarding amenity rules when appropriate.
- Assist the HOA Board in maintaining community standards and protecting shared assets.
Vendor & Maintenance Coordination
- Coordinate with landscaping, maintenance, and repair vendors servicing community amenities.
- Monitor vendor performance and report concerns or deficiencies to HOA leadership.
- Assist in identifying preventative maintenance needs and potential long-term infrastructure concerns.
Resident Interaction & Community Presence
- Serve as a visible and approachable presence within community park areas.
- Provide general information to residents regarding amenity rules and proper facility use.
- Address concerns professionally and report significant issues to HOA leadership.
- Document and report incidents involving damage, safety concerns, or rule violations.
Required Qualifications
- Prior experience in property management, park operations, facilities management, community management, or security oversight preferred.
- Strong organizational and documentation skills.
- Ability to communicate professionally with residents and vendors.
- Ability to work independently with minimal supervision.
- Ability to walk community grounds and conduct inspections regularly.
- Valid driver’s license and reliable transportation.
Preferred Qualifications
- Experience working with HOAs, planned communities, or resort-style communities.
- Experience in rule compliance monitoring or community enforcement support.
- Familiarity with maintenance coordination, landscaping oversight, or facility operations.
- Experience with incident reporting or documentation.
Authority & Limitations
The Park Manager & Community Compliance Officer:
- Operates under the direction of the HOA Board of Directors.
- May monitor, document, and report rule violations but does not independently impose fines or change HOA policies.
- Must follow all HOA governing documents, rules, and enforcement procedures adopted by the Board.
- May assist in protecting community property by reporting trespassing, vandalism, or safety concerns to HOA leadership or appropriate authorities when necessary.
Work Environment
This role involves a combination of:
- Outdoor inspections and community patrols
- Resident interaction
- Administrative reporting and documentation
Evening, weekend, or holiday availability may be required during peak community usage periods.
Compensation
Compensation will be commensurate with experience and hours required.

Employment Status
This position is at-will, meaning employment may be terminated by the HOA or the employee at any time, with or without cause, subject to applicable law.
