Job Overview:
B360 is seeking a Construction Management Representative (CMR) to support the National Park Service (NPS), Denver Service Center, for the rehabilitation of the Lincoln Memorial Bridge at George Rogers Clark National Historical Park (GERO), Vincennes, IN.
The project will restore the historic bridge approach and associated features, including masonry walls, ornamental pillars, staircases, railings, flag plaza, and landscaping. Work involves dismantling deteriorated brick substructures, repairing granite stones, rehabilitating stone-clad features, reinstalling the flagpole, and replacing sidewalks and paving to meet accessibility and OSHA requirements.
Location: On-site at George Rogers Clark National Historical Park, Vincennes, IN.
Period of Performance: Approximately 600 calendar days, ending June 30, 2027 (with potential extension).
Required Qualifications
Education and Certifications
- Bachelor’s degree in Construction Management, Engineering, or related field (preferred); or minimum 10 years of relevant CM experience.
- OSHA 30-hour construction safety training (required).
- Training or certification in erosion/sediment control (preferred).
Experience
- At least 5 years of progressive experience in construction management, ideally with historic preservation and rehabilitation projects.
- Knowledge of structural masonry, granite restoration, anchoring systems, and stone resetting.
- Prior experience with federal government projects (NPS, GSA, FHWA, etc.).
- Demonstrated experience in cost estimating, proposal analysis, and schedule analysis.
- Strong background in compliance with building codes, safety standards, and environmental regulations.
Skills and Knowledge
- Proficiency in project management and scheduling software (MS Project, Primavera).
- Strong working knowledge of MS Office, Adobe PDF, Bluebeam Revu, and MS Teams.
- Ability to read and interpret construction contracts, drawings, and specifications.
- Excellent communication skills for coordination with NPS staff, contractors, and stakeholders.
- Knowledge of historic preservation standards and construction in ecologically sensitive areas.
Physical and Technological Abilities
- Ability to perform daily site walks, inspections, and documentation.
- Skilled in use of digital cameras, mobile devices, and cloud-based project management platforms (e.g., NPS ProjectTeam).
- Comfortable working outdoors in varying weather and site conditions.

Key Responsibilities
Construction Oversight
- Observe and document daily contractor activities, workmanship, and compliance.
- Monitor quality assurance in accordance with NPS requirements and project specifications.
- Oversee rehabilitation of granite stonework, masonry walls, flag plaza, staircases, and landscaping.
- Ensure compliance with OSHA, safety protocols, and accessibility standards.
Quality Control and Safety
- Conduct daily inspections and complete detailed daily reports with photographic documentation.
- Enforce safety requirements, attend weekly safety meetings, and report hazards.
- Verify contractor’s record drawings and as-built updates.
Project Coordination and Communication
- Serve as liaison between contractor, NPS Contracting Officer’s Representative (COR), and stakeholders.
- Facilitate and document weekly progress meetings, site inspections, and negotiations.
- Draft correspondence, scoping documents, and contract modifications as requested by NPS.
Cost and Schedule Management
- Prepare and review Independent Government Estimates (IGE) using RS Means or equivalent.
- Analyze contractor proposals, time impact analyses, and progress schedules.
- Provide cost and schedule recommendations to NPS within required deadlines.
Documentation and Reporting
- Maintain electronic records in ProjectTeam, including submittals, RFIs, daily logs, and correspondence.
- Review and track payrolls, labor compliance, and progress payment requests.
- Document changes, disputes, and negotiations per FAR Part 15 requirements.
