Position Description 
A detail-oriented Program Manager (PgM) will support a federal government client by managing the overall management of Blanket Purchase Agreement BPA call order(s) and ensuring that the technical/financial solutions and schedules in the specific orders are implemented in a timely manner.

  • Implementing productivity and quality standards. 
  • Providing technical direction and guidance to contractor staff to ensure Contract requirements and expectations are clear, success criteria are defined, progress toward results are monitored, and that all activities are performed in compliance with the terms of the Contract. 
  • Identifying risks and appropriate mitigation strategies. 
  • Meeting financial objectives by forecasting requirements, preparing budgets, scheduling expenditures, analyzing variances, and initiating corrective actions. 
  • Managing a multi-tiered project and/or multiple projects simultaneously. 
  • Proficiency with Microsoft 365 tools (e.g., Office 365, Teams, SharePoint, OneDrive) is essential. 

Desired Skills 

  • Experience with federal government contracting and procurement. 
  • Knowledge of compliance and security standards for handling government data. 

 

 

Job Duties 

  • The PgM will organize, direct and coordinate the planning and production of all activities associated with assigned order projects.  
  • Ensure quality products and services are delivered.  
  • Responsible for managing projects with various levels of technical complexity.  
  • Training and directing employee work activities.  
  • Signing timecards, preparing performance reviews, handling discipline problems and will have input into hiring and firing. 
  • Evaluate working effectiveness and suitability of client’s programs, divisions, and systems using test methods aimed at (1) identification of defects, gaps, areas of risk; (2) measurement of the adequacy of the output; and (3) assessment of the reliability of the operations.  
  • Prepare recommendations to mitigate risk, close gaps, and improve overall effectiveness or efficiency.  
  • Support the implementation of new processes, programs, systems, and national coordination efforts.  
  • Improve decision-making through the implementation of business intelligence.  
  • Support the identification and collection of key performance indicators to monitor routinely for operational effectiveness.  
  • Drive efficiencies and process changes to address information developed from performance indicators and operational data.  
  • Review data currently available to the client and determine the frequency and means of collection. 
  • Recommend and support implementation of new collection methodologies, expanding and consolidating data requirements and analysis capabilities.  
  • Prepare reports (briefings, white papers, decision papers, and memoranda) on business process improvements and activities as needed, to ensure the appropriate integration into the client’s operations.  
  • Identify systemic problems, develop and recommend corrective actions, and monitor progress of corrections, requiring involvement of client leadership.  
  • Create standard and ad-hoc reports using databases and reporting tools for client and external organizations.  

Required Experience and Education  

  • Bachelor’s degree in computer science, information systems, engineering, business, education, management sciences, psychology, human resources development/management, or other related discipline or equivalent experience in a technical or business discipline. Minimum 10 years’ experience managing a BPA, associated call order(s)s, and associated call order(s) personnel.

Work Location 

  • Hybrid – contractor site with some on-site support as directed by the federal client.

Security Clearance Requirements  

  • U.S. Citizenship (Required). 
  • Must be able to pass Tier 1 background investigation.
