Designs and develops long term initiatives as well as programmatic content for organizational learning and development including objectives, structure, delivery, engagement and adoption systems. Develops blended learning approaches including designing virtual training programs.
- Works with instructors, developers, subject matter experts, and leadership to ensure offerings are current, relevant to desired learning outcomes, and fulfill program requirements. Actively participates in cross-functional project teams and partners to understand, define and meet objectives. May work as part of a team to design and implement programs. Ensures quality, effectiveness and consistency of training, apprenticeship, certification and other programs.
- Assesses critical needs and requirements and investigates available methods and procedures to determine the most effective manner in which to design, present and conduct learning programs. Advises sponsors on appropriate solutions and delivery methods. Facilitates meetings, makes presentations, develops communication and change management plans, and measures the impact of training programs.
- Prepares or coordinates materials, modules, manuals and performance supports used in conjunction with various programs. Leads training programs to include scheduling participants, reserving facilities, creating and providing visual aids and other materials as required. Analyzes performance of individuals and programs to better meet future company needs. Updates materials as needed. May deliver instructor-led sessions.

5 years' experience in learning development and training design, development, and delivery in a complex industry.
- Bachelor’s degree in Instructional Design, Human Resources, Organizational Development, Education or related field.
- Demonstrated proficiency in instructional design, performance consulting and deep understanding of adult learning principles.
- Effective and flexible communication skills with a variety of audiences including collaboration, facilitation, influencing, negotiating, resolving conflicts and building consensus.
- Demonstrated project management skills and the ability to execute on multiple assignments with minimal supervision.
- Proven analytical and problem-solving skills.
- Computer skills including MS Office Suite and proficiency with authoring tools/design software (Articulate 360 and HTML preferred).
- Experience working with a Learning Management System and supporting end users required. LMS system configuration experience preferred.
- Related master’s degree or advanced training/certifications preferred.
- Understanding of utility operations preferred.
- Proven ability to design and deliver a variety of types of learning and development initiatives and programs utilizing multiple approaches, including instructor led, virtual, and blended learning methods. Experience with emerging learning technologies a plus.

Hiring Range: $84,939 to $110,421
Hybrid work options are available for this role. The successful candidate will be required to work at our Spokane, Washington Jack Stewart Training Center at least 3 days per week including Mondays and Tuesdays with additional day(s) determined by the manager.

In compliance with state laws, we provide the full salary range for each position, along with the typical hiring range based on qualifications, experience, and internal equity.
