The HRBP serves as the primary human resources relationship manager and single point of contact for assigned organizational components, ensuring workforce needs are effectively assessed, coordinated, and addressed through the appropriate HR functional areas. Acting as a trusted advisor and strategic partner, the HRBP works closely with leadership, managers, supervisors, and employees to understand workforce needs, identify solutions, and coordinate the delivery of comprehensive human resources support.

Operating within a matrixed HR service delivery environment, the HRBP serves as the bridge between organizational stakeholders and specialized HR functional areas. The incumbent leverages broad knowledge of Federal human resources programs and practices to assess customer needs, facilitate problem-solving discussions, coordinate support across HR disciplines, and ensure timely and effective resolution of workforce-related issues.

The HRBP provides consultative guidance across the employee lifecycle and translates business needs into actionable HR solutions. Success in this role requires strong relationship management, facilitation, communication, and coordination skills, as well as the ability to build credibility with stakeholders at all organizational levels.

 

Key Responsibilities

  • Serve as the accountable coordinator for assigned customer organizations by ensuring workforce issues, requests, and initiatives are appropriately routed, coordinated, monitored, and resolved through the appropriate HR functional areas.
  • Act as the customer's advocate within the Office of Human Resources by facilitating communication, removing barriers, coordinating stakeholder engagement, and ensuring a positive service delivery experience.
  • Build an understanding of organizational missions, workforce challenges, operational priorities, and human capital needs within assigned customer organizations.
  • Provide consultative guidance on a broad range of Federal human resources programs, policies, processes, and services.
  • Assess workforce-related issues and coordinate with appropriate HR functional areas to identify and implement effective solutions.
  • Facilitate communication and collaboration among customers and HR specialists in areas such as staffing, classification, employee relations, labor relations, benefits, payroll, performance management, training, awards, and workforce planning.
  • Coordinate HR activities and initiatives across multiple functional areas to ensure seamless service delivery and a positive customer experience.
  • Facilitate meetings, discussions, and problem-solving sessions involving managers, employees, HR specialists, and leadership.
  • Translate technical HR information into practical guidance that can be understood and applied by non-HR stakeholders.
  • Identify emerging workforce issues, trends, risks, and opportunities within assigned customer organizations and proactively engage appropriate stakeholders to address concerns before they escalate.
  • Assist managers in navigating HR processes and understanding available resources and services.
  • Monitor and track customer issues, requests, and actions to ensure timely follow-through and resolution.
  • Develop reports, briefing materials, presentations, and other communications to support leadership decision-making.
  • Support special projects, organizational initiatives, and human capital programs as assigned.
  • Promote collaboration, partnership, and continuous improvement across the HR organization.
  • Perform other related duties as assigned.

Required Qualifications

  • Bachelor's degree in Human Resources, Public Administration, Business Administration, Organizational Development, or a related field.
  • Minimum of seven (7) years of progressively responsible experience supporting Federal human resources programs.
  • Demonstrated experience working across multiple Federal HR functional areas.
  • Experience providing consultative support to managers, supervisors, and organizational leadership.
  • Experience coordinating activities within a matrixed or cross-functional environment.
  • Strong customer relationship management and stakeholder engagement experience.
  • Excellent written and verbal communication skills.

Preferred Qualifications

  • Experience serving as an HR Business Partner, HR Generalist, Human Capital Consultant, or equivalent role within a Federal environment.
  • Experience supporting law enforcement, public safety, or other operational organizations.
  • Knowledge of Federal workforce planning, organizational development, and talent management practices.
  • Experience facilitating stakeholder meetings, workshops, and organizational discussions.
  • Professional certifications such as PHR, SPHR, SHRM-CP, SHRM-SCP, or equivalent.
