Safety Service Patrol Supervisor
The Safety Service Patrol Supervisor is responsible for overseeing the safe, efficient, and compliant day-to-day field operations of the Tennessee Rural Service Patrol program within assigned TDOT regions. Working closely with the Project Manager and other members of the management team, the Supervisor provides direct leadership to Safety Service Patrol Operators across multiple shifts and beats.
This position focuses on field supervision, staffing, operator performance, vehicle and equipment readiness, safety compliance, and effective response to roadway incidents. The Supervisor will work closely with TDOT personnel, Tennessee Highway Patrol, local first responders, and towing/recovery partners to support consistent service delivery and Traffic Incident Management (TIM) objectives.
Key Duties and Responsibilities
- Provide direct supervision and day-to-day leadership to approximately 30–40 Safety Service Patrol Operators and Supervisors across multiple beats and shifts, including scheduling, performance coaching, attendance management, and recommendations regarding employee development and discipline.
- Monitor daily staffing and make adjustments as needed to maintain required beat coverage, including coordinating on-call personnel and contingency operators during emergencies, special events, or unexpected absences.
- Conduct daily roll-call briefings, uniform and appearance inspections, vehicle checks, and regular field observations or ride-alongs to verify compliance with TDOT procedures, SHRP2 TIM training standards, and company safety requirements.
- Monitor real-time field operations using AVL/GPS and in-cab camera systems and review operator performance, incident documentation, response times, and roadway clearance activities.
- Coordinate with Tennessee Highway Patrol, TDOT Region personnel, local first responders, and towing/recovery partners during roadway incidents and other service needs.
- Monitor the readiness and condition of assigned service patrol vehicles and equipment, including daily equipment inventories, spare vehicle assignments, and coordination with fleet personnel regarding maintenance and repairs.
- Support compliance with the Preventive Maintenance Program and promptly communicate vehicle or equipment issues that could affect service coverage.
- Maintain appropriate supplies, tools, and consumables and communicate replenishment needs to the appropriate management personnel.
- Assist with investigations involving incidents, near-misses, crashes, customer complaints, and safety concerns. Provide documentation and recommendations for corrective action to the Project Manager and Safety Specialist.
- Assist with recruitment, interviewing, onboarding, and initial field training of new operators in coordination with the Project Manager and Human Resources.
- Prepare and communicate shift schedules, overtime needs, and emergency coverage plans to help maintain required staffing levels across assigned regions.
- Provide regular operational updates and reports to the Project Manager regarding staffing, response and clearance times, motorist assists, debris removal, vehicle maintenance, safety issues, and other operational activities.
- Participate in TDOT progress meetings, TIM meetings, emergency operations briefings, and other meetings as requested.
- Provide field coverage or operate a service patrol vehicle when necessary due to major incidents, staffing shortages, special circumstances, or emergency response needs.
- Reinforce compliance with company policies, Tennessee drug and alcohol testing requirements, background check standards, and applicable federal, state, and TDOT safety requirements.
- Promote a professional, safety-focused work environment and address employee concerns or operational issues promptly and appropriately.
Required Qualifications & Experience
- Minimum 3–5 years of supervisory or leadership experience in safety service patrol, traffic incident management, roadside assistance, transportation, fleet operations, emergency response, or a related field.
- Experience supervising field personnel working across multiple shifts, locations, or service areas.
- Experience with fleet operations, vehicle inspections, maintenance coordination, or specialized response vehicles preferred.
- Working knowledge of SHRP2 National TIM Responder Training, incident scene safety, quick-clearance practices, and roadway incident response.
- Familiarity with AVL/GPS fleet tracking systems, in-cab video systems, electronic reporting, or similar operational technology.
- Strong communication, leadership, conflict-resolution, and customer-service skills.
- Ability to work effectively with TDOT personnel, law enforcement, first responders, contractors, and the motoring public.
- Ability to work flexible schedules, including nights, weekends, holidays, and emergency call-ins as needed.
- Ability to perform field duties in varying weather and roadway conditions.
- Clean driving record and ability to successfully complete required background checks and drug screening.
