Project Controls Manager (Houston Texas) - Austin Commercial

Supervisory Responsibilities

Responsibilities may vary depending on project-specific requirements and setup, but may include:

• Change Order Manager
• M/WBE Manager/Coordinator
• Quality Assurance Manager/Coordinator
• Insurance Coordinator
• Sr. Field Office Manager/Field Office Manager
• Assistant Field Office Manager
• Document Control Administrator
• On-site Information Technology (IT) Administrator 

Functional Areas of Responsibility

• Change order management
• M/WBE program
• Quality assurance program
• Project contracts, insurance and bonding
• Project accounting
• Document control
• Claims management

Specific Duties and Responsibilities

1. Oversees compliance with all Austin corporate requirements.

2. Manages the M/WBE coordinator, including:

   1. Assists with the qualification of firms for the project bidders list
   2. Coordinates and assists in certification for qualified M/WBE firms
   3. Interfaces with owner’s M/WBE tracking department
   4. Oversees M/WBE reporting
   5. Oversees M/WBE firm mentoring

3. Manages the on-site information technology (IT) / network administrator, including:

   1. On-site network administrator

   2. Technology issues on-site

4. Manages senior field office manager and other field office managers, including:

   1. Subcontractor and vendor billings
   2. Material and equipment tracking and inventory
   3. Owner billings
   4. Payroll and personnel
   5. Job cost and performance reporting

5. Manages cost engineers, including:

   • Monthly reporting as required
   • Owner and subcontractor change order administration
   • Project close-out administration
   • Subcontractor administration mobilization
   • Contractor insurance administration
   • Management of project controls administrative assistant

6. Develops a chart of accounts for the project to support owner’s requirements.

7. Facilitates monthly reporting to meet Austin and owner requirements.

8. Maintains a complete set of accounting records in accordance with accepted accounting practices and ensures compliance with all federal, state, and local statutory regulations.

9. Oversees procurement activities to ensure competitive contracting and compliance with prime contract requirements.

10. Assists project management group in bidder selection relating to contractor qualifications and M/WBE certification.

11. Facilitates the project completion report.

12. Reviews bid packages generated by the Project Management group.

13. Reviews all subcontracts issued for compliance with Austin requirements.

14. Administers contractor and owner contracts.

15. Ensures contractor bond and insurance meet Austin and owner requirements.

16. Implements the owner’s procurement procedures and integrates them with construction management operations.

17. Responsible for procurement of services, equipment, materials, and supplies.

18. Develops and maintains buying status reports.

19. Negotiates exceptions to project terms and conditions for contracts.

20. Interfaces with Austin corporate departments (Legal, Accounting, Insurance, etc.).

21. Reviews and resolves disputes related to subcontractor claims.

Qualifications

• 6 years of experience at Austin Commercial in Project Management positions
• Familiarity with TQM, CMiC and Egnyte
• Strong Project Controls background
• Ability to communicate and collaborate with project teams across the country
• Travel to different job sites as needed
