OVERVIEW OF POSITION The Senior Debt & Treasury Analyst provides support to the Debt, Investment, and Treasury functions. This role provides detailed analysis and financial modeling pertaining to the City's debt and investment portfolios, along with understanding and analyzing economic development projects. This role has a meaningful understanding of both the debt and financial markets. Performs administrative and reporting duties to maintain smooth daily operations. Develops and maintains procedures and policies to meet regulatory compliance and best practices. PRIMARY DUTIES & RESPONSIBILITIES Assists in closing debt transactions for both publicly issued debt and direct placement obligations Assists with the development of the City's offering statements, including disclosure decisions, and oversees the development of materials and presentations to bond rating agencies Provides detailed analysis and financial modeling for water bonds or other City debt or lease- purchase transactions Assists in determining and recommending optimum bond issue size, structure, maturity, and call schedules to maximize financial flexibility and minimize interest expense Works collaboratively with financial and investment advisors and other City staff regarding debt issuances, financial modeling, and investments Works closely with the City Attorney’s office in preparing and presenting Council items and reviewing/understanding legal documents, including resolutions, ordinances, and financial contracts Analyzes alternative financing structures for financial soundness and compliance, and monitors covenant compliance of the City's outstanding debt Performs daily cash management, analysis, and research Assists in managing and coordinating daily activities and special projects Researches and prepares special improvement district lien releases Oversees and maintains compliance practices, along with updating policies and procedures to meet changing market conditions Assists in the administration of all debt service activities including determination of payments, investor relations, budgets for debt payments, and cash available for bond calls Assists in preparing financial and statistical data related to the City's investments, debt, and financing activities for inclusion in the City’s annual report Assists in developing recommended financial policies regarding debt and investments Manages arbitrage rebate issues and SEC reporting requirements for government debt Assists with the City's internal and external investment committees and provides backup and control functions regarding the City's investments Develops recommended policy for metropolitan and other special district financings Makes presentations to the City’s Investment Advisory Committee Performs additional duties as assigned. MINIMUM QUALIFICATIONS & WORKING CONDITIONS An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Education: · Bachelor’s degree in accounting, business administration, or directly related field Experience: Five (5) years’ experience in debt and/or investment practices and procedures Experience with Workday financial software Experience in documenting loans/bonds; principles of finance such as time value of money Knowledge: Understands liquidity vs cash Knowledge of debt and/or investment practices and procedures Knowledge and experience working with Workday financial ERP system Skills: Proficiency in use of personal computer, complex spreadsheets, and modeling applications Excellent communication skills Aptitude in compiling and analyzing financial data; and making effective written and oral presentations Abilities: Ability to establish and maintain effective working relationships with both internal and external customers Ability to think creatively, and the ability to utilize the internet as a research tool Ability to understand and evaluate complex economic development projects WORKING CONDITIONS Essential Personnel: Ability to think creatively, and the ability to utilize the internet as a research tool Physical Demands: Vision for reading and interpreting reports and data analysis and preparation Hand/eye coordination for operation of computer keyboard and calculator Speech communication and hearing to maintain communication with employees and residents Work Environment: Speech communication and hearing to maintain communication with employees and residents Equipment Used: Uses standard office equipment including computer, calculator, multi-line telephones, and copy/fax machines. May require the incumbent to regularly use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
