What are the responsibilities and job description for the Meter Technician I position at Augusta Richmond County?

Performs various technical and mechanical work functions associated with installation, repair and maintenance of water meters and related equipment. Installs, removes, repairs or replaces water meters, water cut off valves, water meter boxes and lids. Diagnoses and repairs water leaks, programs meters, and performs water flow and pressure tests.

Tests accuracy of meters to ensure compliance with established standards. Investigates and solves irregularities in meter readings and electronic readings. Installs & repairs remote reading equipment.

Maintains records of meter readings, meter numbers, work performed and related activities. Locates and raises covered meter boxes to grade and maintains areas adjacent to water meters.

Performs general maintenance tasks necessary to maintain machinery, equipment and tools in operable condition. Inspects, washes, and cleans equipment as needed. Cleans shop and work areas. Monitors equipment operations to maintain efficiency and safety. Reports faulty equipment as needed.

Assists in maintaining inventory of departmental meters, equipment, tools, supplies and materials. Conducts physical counts of meter inventories and maintains inventory records.

Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments. Operates and maintains various motor vehicles, backhoe, forklift, cutting torch, drill press, electronic meter/reading programmer, meter testing equipment, pipe locator, jackhammer, air compressor, post hole digger, shovel, axe, mechanic tools, plumbing tools, tapping machine, boring machine, pipe saw, and other types equipment. Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. Locates and uncovers water meters and checks water pressure.

Requirements:

Required minimum qualifications:

Education: High School diploma or GED.

Experience: One (1) year of experience in equipment maintenance or related field; preferably in public works such as water service utility.

Knowledge/Skills/Abilities: (position requirements at entry):

  • Basic customer service knowledge.
  • Minimum knowledge of mechanical devices.
  • Demonstrated ability to work independently
  • Experience using standard tools (wrenches, screwdrivers, shovels, etc.) and devices to lock and block meters, operating a motor vehicle and a two-way radio
  • Ability to interact with the public calmly and clearly if called upon to discuss problems at the location.
  • Ability to adapt to the policies of Augusta, Georgia which govern the use of its fleet vehicles and equipment
  • Ability to work with laptop computer & computer technology/radio reading devices
  • Capable of learning to install and repair water meters
  • After approximately 6 months, must be able to perform on-call duty on an as-needed basis

Certification: None

Licensing Requirements: Possession of a valid driver's license with good driving history. If state license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

Math: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria

Physical Abilities: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, toxic agents, disease, or pathogenic substances.
