Executive Director of Transportation
Reports to: Division Superintendent
FLSA: Exempt
Classification
Administrative Scale - 260 days per year, 8 hours per day.
*Start Date Flexible.
Summary
The Executive Director of Transportation plans, directs, coordinates and oversees all functions pertaining to the operation and maintenance of the division transportation department to include personnel, equipment, and facilities. The prime concern is safe, efficient, economical transportation of students between home and school on a regular schedule, and between other destinations within or outside the division boundaries on a special scheduling basis.
Qualifications
- Must be a graduate of an accredited college or university.
- Master’s Degree (M.Ed.) with endorsement in School Administration, preferred.
- At least five years of successful experience in school administration and/or public transportation, preferred.
- Demonstrates the professional, leadership, and personal characteristics necessary for working effectively with students, teachers, parents, school personnel, School Board, and members of the community.
- Must be knowledgeable of safety standards, laws, codes, rules, regulations, policies and procedures relating to pupil transportation.
- Must possess a valid Virginia driver's license with a commercial driver's license, Virginia State school bus driver's certificate or provide proof of equivalent proficiency.
- Demonstrates aptitude and ability for successfully performing the essential functions and responsibilities listed below.
Preferred Experiences include supervision of personnel; routing and scheduling; bus driver training; accident investigation; knowledge of energy management; bus maintenance and vehicle repair; inventory control; data interpretation; cost accounting, budgeting and record keeping; preparation of bus bid specifications.
Essential Functions and Responsibilities
Safety
- Evaluate safety of road conditions during inclement weather and provide timely information to the Superintendent.
- Conduct accident investigations and supervise accident reporting to appropriate law enforcement and insurance agencies.
- Participate along with school officials in parent/student conferences in an effort to resolve or prevent misconduct and unsafe conditions, which involve the transportation system.
- Ensure that transportation equipment is in excellent operating condition.
- Organize and conduct continuous training programs to promote a safe work environment.
Routes and Schedule
- Establish all regular bus routes, schedules and stops. Develop route maps for drivers, schools, etc. as appropriate.
- Coordinate student transportation activities with school officials, department heads and other interested groups or individuals.
- Respond to after-hours emergency calls as needed. Operate bus and deliver buses to drivers when breakdowns occur.
- Notify bus drivers, schools and the public of any changes in bus routes and schedules.
Policy, Reports and Laws
- Enforce safety standards that conform with state, federal and insurance regulations and develop a program of preventive safety.
- Provides for appropriate fiscal management, according to law and policy, of all allocated funds assigned.
- Implement division’s student discipline policies and communicate to students expected behavior when using division transportation.
- Comply with applicable personnel policies.
Vehicle, Maintenance and Repair
- Supervise general maintenance program with specific attention to safety inspections.
- Implement procedures to insure adequacy of the maintenance phase of the safety programs.
- Establish performance standards and supervise operational care, service and maintenance of all vehicles within the department.
Budget and Inventory
- Provide information about the fleet leading to the purchase of new vehicles and declaring vehicles surplus.
- Develop and forecast transportation department budget requirements and administer the expenditure of funds as allocated.
- Maintain cost accounting records by compiling budgets and cost estimates based on documented program needs.
- Maintain current inventory of supplies and parts.
Student Management
- Arrange for special transportation for students with Individualized Education Programs (IEPs) or other special needs.
- Provide for safety at all bus stops.
- Provide instruction in behavior management of all students.
- Review student behavior reports and conduct conferences with parents, students and drivers on disciplinary issues.
Personnel
- Recruit, recommend for employment, and evaluate transportation department personnel.
- Prepare, process, and maintain all documents required to verify safety certification and alcohol and drug testing of bus and car drivers.
- Evaluate employee job performance to ensure effectiveness.
- Assign bus drivers to routes and provide a pool of adequately trained and informed substitute drivers as needed.
Knowledge, Skills, and Abilities Required
- LANGUAGE SKILLS - Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of parents, employees, school administrators and school board.
- MATHEMATICAL SKILLS - Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
- REASONING ABILITY - Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Technical experience with Microsoft Office, Google Workspace, Infinite Campus, TalentEd, and VDOE Single Sign-on for Web Systems (SSWS).
- Skills to organize ideas, time, materials, and space with attention to detail to accomplish goals and meet deadlines.
- Ability to maintain the strictest confidentiality.
- Ability to work independently and cooperatively.
- Ability to exercise sound judgment.
- Ability to work effectively under pressure/high-stress situations.
- Ability to maintain records and prepare reports.
