Position: Adjudicator
Location: Remote (only considering local candidates to the MD, DC, VA, PA, WV areas)
The Contractor will provide adjudicative advisory services in accordance with the relevant Executive Orders (E.O.s), U.S. Code of Federal Regulations (CFR), and the policies, orders, and directives of the Division of Personnel Security and Access Control (DPSAC) National Institutes of Health (NIH), Office of National Security (ONS) U.S. Department of Health and Human Services (HHS), DCSA, and the Office of Personnel Management (OPM). All training will be the responsibility of, and conducted by, a DPSAC Federal employee. Adjudicative recommendations will include review of investigative reports and evaluation of derogatory and mitigating information. With the understanding that final decision regarding suitability/security determinations or campus access authorizations are made solely by DPSAC Federal employees, the contractor uses experience in applying procedures, policies, and/or precedents to:
- Validate assigned TIER Position Sensitivity Levels
- Provide adjudicative recommendations for cases with seriousness codes of E, G and R.
- Conduct initial customer contact meetings and personnel security paperwork validation for accuracy and completeness prior to submission.
- Review personnel suitability/security Case Closing Transmittal (CCT) package to ensure information is complete and to determine whether further information is required.
- Contact appropriate sources to obtain information as necessary.
- Transmit – in accordance with DPSAC process – the reviewed personnel security packages to appropriate investigative agency (Ex: OPM). and/or HHS headquarters.
- Track action status within the DPSAC case management system of personnel suitability/security case status for all types of required investigations.
- Conduct initial suitability/security review and pre-adjudication of all background investigation results.
- Adjudicate investigation reports or other suitability/security related information – including acquisition of additional information if necessary, to supplement investigation findings – of all background investigations submitted by DPSAC in accordance with NIH directives, the HHS personnel suitability/security guidelines, and/or other guidelines provided by the DPSAC Director/PSR.
- Prepare final documentation making suitability/security recommendations for each applicant requiring a background investigation.
- Provide necessary support and follow-up to HHS processing and adjudication of all Investigations.
- Write draft Letters of Interrogatories (LOIs) for actionable issues that require resolution.
- Write detailed summaries of issues/derogatory information, as directed by the DPSAC Director / Personnel Security Representative (PSR) within the DPSAC case management system (“system”). All notes, summaries and actions taken will be documented within the system as well as uploads of any correspondence or other documentation used to prepare the summary.
- Review cases at an average rate of 15 per day per reviewer and submit a recommendation in the form of an email and/or LOI for additional information or a final recommendation. Cases reviewed will be tracked through the routine reporting of designated performance metrics provided by Contract Project Manager; and (Case average may fluctuate depending on case type and case load). This metric will be periodically reviewed as it is based upon overall volume, or backlog, and may need to be adjusted accordingly.
- Perform routine statistical data analysis of adjudicative recommendation actions.
Job Requirements:
- Must have a minimum of 3-5 recent years of adjudication experience.
- Education: Bachelors degree or equivalent experience.
