HR MANAGER
JOB DESCRIPTION
The HR Manager is responsible for managing the day-to-day human resources functions of ACSA Home Health Care Agency, including recruitment, onboarding, employee records, background checks, clearances, employee relations, attendance, disciplinary documentation, training tracking and employee separations.
The HR Manager serves as the primary administrative owner of the employee lifecycle and is responsible for ensuring that HR documentation is accurate, timely, confidential and maintained in accordance with ACSA policies and applicable Pennsylvania requirements.
The HR Manager works closely with Operations, Compliance, administrative leadership and other departments to ensure employees are properly screened, documented, trained and cleared before assignment.
RESPONSIBILITIES
- Manage recruitment, interviewing, hiring and onboarding processes.
- Maintain employee records and personnel files in BambooHR.
- Initiate and track criminal background checks and required clearances.
- Verify residency history, former names, aliases and legal name changes when relevant to background screening.
- Monitor pending background checks and clearance deadlines.
- Ensure employees are not marked cleared until required documentation has been received and reviewed.
- Route questionable, incomplete, mismatched or adverse background results to Compliance for review.
- Maintain confidentiality of criminal-history and personnel information.
- Track TB, health screening, training, competency and other employment requirements.
- Coordinate new-hire orientation and required employee acknowledgments.
- Monitor attendance, call-outs, lateness and no-call/no-show occurrences.
- Prepare and maintain corrective and disciplinary action documentation.
- Track written warnings, performance concerns and corrective-action deadlines.
- Receive and document employee grievances and workplace concerns.
- Coordinate employee investigations with Operations, Compliance or leadership when appropriate.
- Ensure HR documentation is entered and uploaded accurately and timely.
- Maintain organized and audit-ready personnel files.
- Identify missing or expired employee documentation and initiate corrective action.
- Coordinate resignations, terminations and employee offboarding.
- Ensure separation documentation is complete and appropriate departments are notified.
- Protect confidential employee information and restrict access as required.
- Communicate HR deadlines and requirements to employees and supervisors.
- Escalate regulatory or compliance-related concerns to the Compliance & Quality Coordinator.
- Follow ACSA policies, administrative workflows and established chain of command.
- Perform additional HR duties as assigned by authorized leadership.
QUALIFICATIONS
- Previous human resources experience required.
- Healthcare, home care, home health or other regulated-industry HR experience preferred.
- Experience with employee onboarding and personnel-file management.
- Experience coordinating background checks and employment clearances.
- Knowledge of general Pennsylvania employment practices preferred.
- Familiarity with Pennsylvania home-care regulations, including 28 Pa. Code Chapter 611, preferred.
- Experience using BambooHR or a similar HR information system preferred.
- Strong organizational and deadline-management skills.
- Strong written and verbal communication skills.
- Ability to maintain confidentiality and handle sensitive employee information.
- Strong attention to detail and documentation accuracy.
- Ability to follow established policies and administrative procedures.
- Ability to recognize when an HR matter requires escalation to Compliance or leadership.
- Ability to manage multiple employee matters and deadlines simultaneously.
- Professional judgment and ability to work collaboratively with management and staff.
