Position Summary
JOB DESCRIPTION
The Revenue Cycle Consultant is a temporary consulting resource engaged to provide dedicated leadership for AtlantiCare's physician billing revenue cycle improvement priorities, including implementation of recommendations from the Signature revenue improvement assessment. The consultant will evaluate current-state and future-state physician billing workflows, policies, processes, vendor interfaces, reporting, revenue cycle controls, and performance opportunities to reduce risk to revenue capture, claims performance, cash flow, denials, and post-go-live stability. Support for the Oracle Health Patient Accounting (OHPAC) transition is included as a related responsibility, but remains tertiary to the consultant's primary focus on physician billing revenue cycle performance improvement and execution of assessment recommendations.
Working in partnership with Finance, Information Technology, physician practice leadership, operational leaders, and implementation partners, the consultant will help ensure physician practice revenue cycle processes are improved, standardized where appropriate, and aligned with prioritized revenue improvement initiatives. The consultant will also support future-state workflow alignment related to OHPAC, as needed, to promote continuity between operational improvement work and system implementation activities.
The consultant will collaborate closely with leaders responsible for physician practice operations, finance, revenue cycle, and the broader Oracle Health Patient Accounting (OHPAC) implementation to promote coordination and enterprise-wide readiness, while maintaining a primary focus on physician revenue cycle improvement and implementation of revenue improvement assessment recommendations.
This consultant serves in an advisory capacity and does not assume operational responsibility for physician practice revenue cycle functions. Operational accountability remains with designated organizational leaders, while the consultant provides independent assessment, recommendations, and implementation support throughout the OHPAC implementation.

The consultant will serve as an advisor and collaborative partner, working alongside operational leaders and project teams to strengthen physician billing performance, optimize workflows, evaluate vendor and operating model options, assess internal team capabilities, identify risks, and support measurable improvement. OHPAC-related support is included as a tertiary responsibility to ensure appropriate alignment with system implementation, go-live, and the two-month post-go-live stabilization period without displacing the consultant's primary focus on physician revenue cycle improvement.

Primary Responsibilities
Revenue Cycle Improvement, Assessment Implementation & Advisory
- Assess current physician practice revenue cycle workflows and operational processes.
- Evaluate future-state workflows and recommend improvements aligned with OHPAC functionality and industry best practices.
- Identify operational, financial, and workflow risks that could impact implementation or post-go-live performance.
- Provide objective recommendations to improve efficiency, consistency, compliance, and financial outcomes, with emphasis on implementing recommendations from the revenue improvement assessment.
- Support execution of physician revenue cycle improvement initiatives, including prioritization, implementation planning, follow-through, and measurement of results.
- Translate Signature revenue improvement assessment findings into a practical action plan with clear priorities, owners, timelines, and measurable outcomes.
- Support stronger governance, workflow validation, role clarity, training readiness, reporting visibility, vendor management, and operational accountability for physician billing.
- Share industry best practices and lessons learned from comparable healthcare revenue cycle implementations.
- Evaluate physician practice readiness for revenue cycle improvement initiatives and, as a tertiary responsibility, for the OHPAC go-live.
- Assist leadership in developing operational readiness plans, timelines, and priorities.
- Identify gaps in workflows, policies, procedures, staffing readiness, and operational processes.
- Support contingency planning for implementation and stabilization activities.
- Support stabilization planning for the two-month post-go-live period, including issue resolution, handoff planning, and transition to the future-state operating model.
- Monitor readiness activities and communicate risks requiring leadership attention.
- Partner closely with leaders responsible for the following departments; Hospital Revenue Cycle, Oracle Health Patient Accounting (OHPAC) Project Team, Information Technology, Physician Practice Operations, Finance, Revenue Integrity, Patient Access, Coding, Billing and Compliance.
- Promote alignment between physician practice operations and enterprise implementation efforts while recognizing the unique operational needs of ambulatory practices.
- Evaluate the performance, structure, service model, reporting, and accountability of the current physician billing company.
- Support assessment of whether AtlantiCare should continue with the current outsourcing model, transition to a new outsourcing partner, revise the vendor relationship, or move selected functions to a different internal operating model.
- Assess the internal physician billing team, including capabilities, staffing gaps, role clarity, and readiness for the future-state revenue cycle model.
- Recommend a future-state physician billing structure aligned with revenue cycle transformation priorities, OHPAC workflows, and sustainable operational accountability.
- Review end-to-end physician practice revenue cycle workflows from patient scheduling through payment posting.
- Evaluate opportunities to standardize processes and reduce variation.
- Recommend workflow improvements that enhance operational efficiency and support long-term sustainability.
- Validate operational workflows prior to implementation and go-live.

- Support coordination across teams to facilitate informed decision-making and timely issue resolution.
- Assist with go-live preparation and post-go-live stabilization activities as requested.
Required
- Minimum of 10 years of progressive healthcare revenue cycle leadership experience.
- Demonstrated expertise in physician practice revenue cycle operations.
- Experience supporting large-scale healthcare system implementations or revenue cycle optimization initiatives.
- Knowledge of ambulatory revenue cycle workflows and regulatory requirements.
- Strong analytical, communication, facilitation, and problem-solving skills.
- Experience supporting Oracle Health Patient Accounting, Oracle Health, Oracle Fusion, Epic, Cerner, or comparable healthcare technology implementations.
- Consulting or advisory experience within complex integrated health systems.
- Experience with process improvement methodologies such as Lean or Six Sigma.
