The EMS Manager, BLS Transport Operations, is the key leader responsible for the development, operational planning, coordination, and performance management of the non-emergent transport division within the EMS Department. This position ensures delivery of consistently high-quality, efficient, and compliant non-emergent medical care and transport services across our service areas. This position's primary responsibility is to build and develop non-emergent transport outside of AtlantiCare's campus transport program.

The EMS Manager BLS Transport Operations is responsible for managing daily transport logistics, overseeing resource utilization, driving staff development, and implementing strategies that align with organizational goals for service excellence, financial prudence, and safety. This role maintains commitment to teamwork, high-quality customer service, and continuous performance improvement.

Operational Management & Oversight

  • Direct Daily Operations: Oversees and manages the daily operational workflow of the BLS division, including transport logistics, deployment efficiency, vehicle readiness, and maintenance of all BLS quarters and equipment. This position also builds networks with nursing facilities. This position also has experience with all insurance billing and regulatory processes.
  • Resource Utilization: Monitors budgetary guidelines and identifies effective ways to utilize system resources, maximizing operational performance and minimizing waste.
  • Service Excellence: Acts as a role model for desired company values and takes primary responsibility for resolving complex patient and customer service issues related to BLS transport.
  • System Reassessment: Continually assesses EMS system needs and implements operational changes to maximize performance, efficiency, and response times within the BLS division.

Staff Leadership & Development

  • Performance Management: Communicates clear performance expectations to BLS field staff and provides consistent, constructive feedback. Initiates and assists in building and issuing performance improvement plans in coordination with the Clinical Manager and Medical Director.
  • Training & Onboarding: Works closely with the clinical and education teams to lead the BLS orientation process and oversee the BLS Field Training Officer (FTO) program, ensuring FTOs are properly supported and effective.
  • Engagement & Culture: Fosters a professional, safe, and positive work environment that emphasizes teamwork, high clinical standards, and compliance.

Quality, Compliance & Clinical Support

  • Quality Assurance/Improvement (QA/QI): Assists the Clinical Supervisor with the initial review of clinical documentation and quality assurance/improvement (QA/QI) for the BLS service line.
  • Competency Planning: Collaborates with the clinical team to plan, organize, and execute the BLS sections of annual EMS competencies and ongoing staff educational initiatives.
  • Clinical Investigations: Supports the Clinical Supervisor in investigating clinical concerns, gathering findings, and presenting them to the Clinical Manager and Medical Director.
  • Coordination: Ensures appropriate and coordinated use of operational, educational, and quality resources between AtlantiCare EMS, other hospital departments, and external regulatory agencies.

This position could work field shifts as required by EMS Leadership.

QUALIFICATIONS

EDUCATION: Bachelor's degree in healthcare, EMS, Business or related field degree required.

LICENSE/CERTIFICATION: Licensed as an EMT or as a Paramedic by State of NJ required or current Licensure as a Registered Nurse in the State of New Jersey or current multi state license required. Current American Heart Association BLS required upon hire or transfer. Completion of the National Incident Command Courses, ICS 100, 200, 700 and 800 required upon hire or transfer. Valid Driver's License required upon hire or transfer. FEMA Professional Development Series, ICS 300, 400 required within 1 year of hire or transfer. NJ EMD and Communications Officer required within 1 year of hire or transfer.

EXPERIENCE: 10-15 years' EMS work experience in a 9-1-1 system including non-emergent transport experience. Previous Leadership Experience required. Effective interpersonal, organizational and communication skills required. Knowledge of all aspects of emergency policies and procedures and clinical applications required.

PERFORMANCE EXPECTATIONS

Demonstrates the competencies as established on the Assessment and Evaluation Tool for this position.

WORK ENVIRONMENT

Potential for exposure to the hazards and risk of the hospital environment, blood borne pathogens, including exposure to infectious disease, hazardous substances, and potential injury. This position requires sitting, standing, walking, stooping and crouching a majority of the workday. This position requires pushing and pulling equipment up to 20 pounds and lifting up to 100 pounds with assistance.

This position reports to the AVP of EMS and System Transport.

Salary : $80,698 - $141,222
