Job Description :

The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region's success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region's collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information, and the involvement of the community in collaborative partnerships.

The Mobility Services Department (MSD) has an opening for an experienced, self-starting Program / Project Administrator responsible for directing and managing the day-to-day operations of the Georgia Commute Options program supported through Congestion Mitigation and Air Quality (CMAQ) funds. GCO is the regional TDM program that provides customized worksite assistance, ridematching services, and incentive programs to help commuters, employers, property managers, community partners and schools with solutions for a better commute. GCO incentivizes commuter behavior change from single occupant vehicles to cleaner options such as carpool, vanpool, transit, bike, walk, and / or telework.

This position will serve the role as GCO Program Director and will oversee the management and execution of the comprehensive Transportation Demand Management (TDM) Education, Outreach, Marketing and Communications contract, and supporting contracted services. This includes providing strategic leadership and ensuring successful delivery of GCO's programmatic initiatives, including both internal efforts and work carried out by professional consultant(s). Serving as a subject matter expert, this individual will lead the development and implementation of operating procedures, workplans, campaigns, promotions and strategic initiatives to ensure GCO's regional growth and success in promoting sustainable travel behaviors, reducing single-occupancy vehicle (SOV) usage, and improving regional air quality.

Essential Duties and Responsibilities :

  • Oversees the work of internal staff members, contractors and consultants responsible for implementation of the TDM Education, Outreach, Marketing and Communications; GCO FlexWork; and GCO Modal Promotions contracts.
  • Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
  • Develops scopes and objectives for RFPs and vendor contracts related to regional GCO program delivery.
  • Administers and monitors budgets; prepares budgets; identifies funding sources, including grant funding; administers grants; reviews and approves contracts and expenditures.
  • Oversees and coordinates all aspects of program administration including marketing efforts, research and data analysis, outreach, tracking and monitoring progress, collaborating with partners and stakeholders.
  • Develops work plans, operational plans, objectives, goals, policies and procedures; oversees implementation of policies and procedures; provides quality assurance over work product; facilitates assessment processes.
  • Coordinates and facilitates meetings with regional partners, internal / external stakeholders, the general community and team members; develops and presents meeting content; leads and / or participates in workgroups.
  • Facilitates partnerships and coalitions; supports regional program development and expansion.
  • Serves as a TDM subject matter expert; develops TDM thought leadership content; presents or facilitates at events, conferences, meetings, or summits as needed.
  • Measures GCO program performance using appropriate systems, tools and techniques; prepares complex reports; oversees data gathering and analysis; analyzes data; guides the formulation of recommendations; makes presentations to boards and committees regarding reports and activities.
  • Resolves operational issues, escalating issues to management or other departments as needed.
  • Performs other duties as assigned to support agency goals and objectives.

Minimum Qualifications :

  • Master's degree in business or public administration, human services, planning, public policy, psychology, sociology, behavioral science, economics, environmental science, environmental planning or directly related field,
  • Five years of program administration experience that includes two years of supervisory experience.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
  • PREFERRED QUALIFICATIONS :

  • 5 years' experience in program / project management roles;
  • 3 years' experience managing multifunctional teams;
  • 3 years in a transportation role, preferably in TDM or commuter benefits;
  • Currently have or are willing to receive a TDM-CP certification;
  • Experience working on multi-stakeholder projects in a transportation-related field;
  • Experience with data visualization or business intelligence tools like Tableau, ArcGIS and PowerBI;
  • Experience with Asana or other task management / collaboration software;
  • Experience with Salesforce, MailChimp or other customer relationship management software.
  • Required Knowledge, Skills, Abilities and Competencies :

  • Best practices, trends and emerging technologies related to TDM.
  • Transportation / mobility equity principles and best practices.
  • Program administration and management.
  • Project management principles and methodology.
  • Procuring and managing contractors and / or consultants.
  • Managing budgets and allocating resources to achieve strategic objectives.
  • Interpreting, monitoring and reporting financial information and statistics.
  • Developing and implementing operational policies and procedures.
  • Overseeing the implementation and adherence to quality assurance and standards.
  • Supervising, training, coaching and evaluating staff performance.
  • Collaborating with program stakeholders, the public and internal leadership.
  • Written and verbal communication to include public speaking, presenting and facilitating.
  • Exercising political acumen, tact and diplomacy for conflict resolution and negotiation.
  • Interpreting and applying laws, codes, regulations and standards associated with governmental funding sources.

  • Authoring / overseeing the preparation of original reports, content, documents and presentations.
