The Senior Vice President, Housing Choice Voucher Program is responsible for leading and directing the day-to-day administration of Atlanta Housing’s Housing Choice Voucher Program (HCVP) as it serves some 26,000 low- and moderate income families. The Senior Vice President leads the daily administration of Atlanta Housing’s program, which serves more than 26,000 low‑ and moderate‑income families. This role provides strategic, accountable, and compassionate leadership across all HCVP operations, including waiting list management, voucher processing and recertification, program compliance, landlord recruitment, and education for internal and external stakeholders. The SVP ensures transparent, competitive, and integrity‑driven practices that strengthen HCVP as a vital public‑private resource for families. The position oversees a team of 100 professionals and requires both strategic leadership and hands‑on execution. The Senior Vice President reports directly to the Chief Operating Officer

Essential Duties and Responsibiliti

  • esOversees and manages Atlanta Housing’s HCVP, along with related functions and responsibilities that enable programmatic success and fulfillment of Atlanta Housing’s mission and strategic goal
  • s.Provides leadership and inspiration to the HCVP department to optimize and leverage opportunities for collaborative operational efficiencies culminating in excellent customer service, optimal customer responsiveness and attainment of desired voucher utilization level
  • s.Develops vision for HCVP, articulates department’s objectives and sets realistic priorities for long/short range planning and executio
  • n.Hires and supervises functional area directors/managers and develops a diverse and competent team, organizes a motivated team to excel and instills a high level of accountability in the execution of HCVP operations and initiative
  • s.Leads, coordinates, manages and facilitates the strategic direction, design, development, implementation and coordination of all HCVP departmental operations and activities efficiently and effectively within appropriate policy guidelines, with an emphasis on consummate customer service and customer responsiveness. This includes, but is not limited to: (i) development, and execution of all phases of the voucher issuance, leasing, recertification and termination of assistance processes; (ii) enhancement of Department and individual team policy and procedures; (iii) completion of special projects/initiatives; (iv) systems and quality assurance activities that facilitate the timely and U.S. Department of Housing and Urban Development (“HUD”) execution of voucher-related activities; (v) internal/external marketing, training, technical assistance of the Department’s activities and services; (vi) facilitation of emergency or voucher activities as Atlanta Housing, or its subsidiaries, may require from time to time; (x) analysis, tracking and reporting of leasing and rental trends and participant and landlord performance on a regular basis to demonstrate progress against strategic objective
  • s.Diagnoses and evaluates problems accurately and executes potential solutions strategically, tactically and utilizes a timely systematic problem-solving proces
  • s.Oversees the procurement and solicitation process of services required to support the HCVP, including development and presentation of resolutions for approval to the Atlanta Housing Board of Commissioner
  • s.Supports HCVP and corporate financial management through department budget management, landlord payments, periodic budget/cost analysis, accounts receivable/payable, and monitoring to ensure meeting timely financial execution and appropriate reporting to executive managemen
  • t.Collaborates, builds and maintains solid relationships at the executive, supervisory and staff levels and serves as a key resource for technical or general business expertise and advice y to facilitate the smooth, timely, and regulatorily compliant execution of the HCV
  • P.Advise executive and senior leadership on matters that impact the Atlanta Housing’s HCVP program and ability to provide housing assistance to low income families with recommendations regarding appropriate responsive action
  • s.Maintain an up-to-date knowledge of local, State and Federal regulations and requirements related to HCVP activitie
  • s.Represents AH in the community in positively promoting the HCVP and addressing community issues related to the HCV
