Title: Family Success Specialist

Position Summary:
Provides human development case management services to Public Housing, Homeflex, and the Housing Choice Voucher Program (HCVP) assisted households actively working toward economic self-sufficiency through the Family Success Program at Atlanta Housing. Coordinates case management activities in collaboration with Housing Choice Housing Services Administrators and voucher administration staff.
Works with the Public Housing, Homeflex, and the Housing Choice Voucher Program (HCVP) to identify and enroll eligible participants who are in compliance with program requirements and are on track to achieve graduation status. Manages client referrals to the Resident Empowerment network of third-party service providers, as appropriate, and monitors progress and compliance with Atlanta Housing’s Work/Program Participation requirements.
Recommends participants for graduation and proposes end of participation based on verified income increases. Oversees the development and maintenance of individual work plans aligned with Family Success program requirements, tracks performance metrics, supports goal setting, and conducts triage assessments to determine household needs. Manages a caseload of up to 250 households quarterly and 1,100 individuals annually.

Essential Duties and Responsibilities:
Identify, recruit, and enroll eligible Public Housing, Homeflex and HVCP participants in the FSS program; prepare Contracts of Participation (COP) and Individual Training and Service Plans (ITSP) in case management system, ensuring accurate documentation of all participant contacts.
Conduct Human Development triage assessments for non-compliant households, determine service needs, and develop individualized plans to achieve work/program compliance.
Provide counseling and coaching in key areas such as education, job training, employment, childcare, transportation, credit repair, financial literacy, and homeownership, while addressing barriers to self-sufficiency and offering strategies for success.
Facilitate FSS orientations, workshops, resource briefings, and employment/education fairs; maintain strong knowledge of local service providers and community resources to ensure effective referrals and ongoing support.
Monitor participant progress, calculate escrow/incentive account contributions based on income increases, and coordinate payments and withdrawals with Fiscal Affairs.
Collaborate with HCVP case workers and internal staff to support participant success and resolve issues; conduct home visits as needed to meet program requirements.
Track and report participant outcomes and program metrics; prepare reports for leadership and perform other duties as assigned.
Education & Experience:
Bachelor’s degree in human or social services, public administration, or a related field required. Four (4) years of human development case management experience to include working with low-income individuals and/or families. Masters Degree in Human Services, Social Work or related field is preferred. Minimum of four years working experience with the social service delivery system, particularly employment, training, education and counseling programs are essential.
Experience working in a HUD funded Family Self Sufficiency program, strongly preferred.
Must possess good communication and negotiation skills (both written and oral), be well organized and have a demonstrated competence working with low-income, culturally diverse individuals and families.
Knowledge and Skill Requirements:
Proven ability to manage a high-volume caseload of up to 250 Public Housing, Homeflex, and Housing Choice Voucher Program (HCVP) households quarterly and 1,200 individuals annually.
Skilled in conducting human development triage assessments, creating individualized work plans, and accurately documenting in YARDI.
Strong interpersonal skills with the ability to exercise judgment, tact, and diplomacy with diverse internal and external stakeholders.
Deep knowledge of human development resources and community-based organizations, with experience managing third-party service provider relationships.
Understanding of Housing Choice Voucher Program (Section 8) processes and general knowledge of Atlanta Housing Authority and HUD programs.
Demonstrated ability to work independently, prioritize tasks, and perform in a fast-paced, evolving environment.
Willingness to travel within Atlanta and conduct home visits; capable of developing and delivering presentations to internal and external audiences.
Excellent organizational, verbal, and written communication skills with strong time-management and teamwork abilities.
Working Conditions
Works in an office environment and community settings. May engage in frequent community-based meetings for resident programming and events. Travel within Atlanta city limits, home visits and program site visits are required. May require some bending, stooping, reaching and prolonged sitting. May require some lifting usually not exceeding 10 lbs. Must have and maintain a valid state of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Drivers List”. ”. Must be willing to work a flexible schedule, including occasional evenings and weekends, as needed.
